MINUTES OF REGULAR MEETING
November 19, 2009
The meeting was called to order at 7:32 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Bryna Gamson, Margoth Moreno, Dwayne Douglas, and Jackie Schechter. Also Present: Janet Freed, Jordan Friedman, and Rob Anthony. Clerk Ellen Gussin and Assessor Pete Koukos were absent.
Approval of Minutes
The Regular Meeting Minutes of October 8, 2009 stand approved as corrected. The Regular Meeting Minutes of October 22, 2009 stand approved as written.
Approval of Bills
Trustee Gamson moved, seconded by Trustee Douglas, approval of the bills. Upon roll call, motion carried.
Jordan Friedman of Family Network thanked the Moraine Township Board for its financial assistance and recapped the services provided by Family Network since its conception in 1983. He reported that more fathers are coming into the center and using the services. He also responded to the Board’s offer that having someone from Moraine Township come to Family Network to speak to clients would be helpful.
Rob Anthony of the Highland Park Illinois Community Land Trust/HPICLT thanked the Township for its support. Since 2003 it has been designed to encourage workers to live nearer to their places of employment, bridging the gap in affordable housing. Hyacinth Place is the Land Trust’s most recent accomplishment for which it was awarded Gold LEED (Leadership in Energy and Environmental Design) Certification. Through a one-time subsidy by the Land Trust, the homes are offered as an affordable opportunity for the buyer. The Land Trust is looking to go beyond Highland Park borders and is planning on funding six to eight new home purchases within the next 18 months.
Appointment of FOIA Officer
Clerk Ellen Gussin has agreed to assume the duties of FOIA Officer on behalf of the Township. Trustee Gamson, seconded by Trustee Moreno, moved the acceptance of this appointment and the motion passed.
Township is currently gathering names of children to be holiday gift recipients; more sponsors are needed for the Holiday Drive and we are looking for a volunteer to play Santa at the toy give-away.
Township was given an AED unit by the Fire Department in order to perform CPR. Two employees will be trained in December on how to use the defibrillator.
Supervisor Barnes suggested the idea of a Board Retreat led by a professional facilitator to discuss goals. The Board thought this was a good idea and should be scheduled for some time in February.
Tax Levy Discussion
The tax levy hearing and approval will take place at the next meeting.
Supervisor Barnes distributed copies of the 2009/10 Budget as well as profit and loss comparisons to date.
Two alternative levies were discussed, one with a cushion and one without. After much deliberation, the Board recommended a 7.72% increase in the levy.
Latino Advisory Committee – Trustee Douglas reported on the last meeting. A discussion concerning North Shore Estates and the current leases raised concern about Latinos who may be displaced. Interfaith Housing has brought a suit against the mortgage company citing that more than 100 people may be displaced. Concern was also voiced about information asked of people coming in to the Township Food Pantry. Proof of residency within the Township is generally requested.
Grant Advisory Committee – The form for grant applications is available on-line at the Township website. The deadline is February 1, 2010, and it is appropriate to get started on applications now.
The Holiday Drive starts soon, and the names of children to receive gifts will be assigned next week.
With no further business to conduct, Trustee Douglas moved, seconded by Trustee Moreno, the meeting be adjourned at 8:50 PM. Motion carried.
