The meeting was called to order at 4:07 PM by Supervisor Barnes and upon roll call the following members were present: Trustees Bryna Gamson, Margoth Moreno, and Jackie Schechter. Also Present: Clerk Ellen Gussin, Assessor Patty Powers and Chief Deputy Assessor Trish Lenzini. Trustee Dwayne Douglas arrived at 4:09 PM.

Supervisor Barnes passed out copies of the Proposed Budget 2010/2011 and the Proposed Budget 2010/2011 By Class, a breakdown by Township Office, Assessor Office and General Assistance.

Specifics pointed out by Supervisor Barnes included the following notes as well as the discussion items by the Board:
   • Last year’s budget overstated the amount of interest income and understated the Community Chest donations;
   • $1,390,000 is the amount of the levy for the 2010/2011 fiscal year;
   • Dollars allocated to General Assistance are typically 10% of the budget;
   • IMRF is expected to experience a 30% increase this year;
   • Rent is to be reduced for the Assessor by $3,000;
   • In response to question concerning non-elected, staff salary raises, Supervisor Barnes explained that generally a cost of living increase is awarded, but that the Assessor Office employees have received additional increases for credentials earned;
   • Discussion concerned creating a budget that breaks down expenditures by program/customer service elements to enhance the understanding of how Township tax dollars are allocated by those reading and trying to understand the budget;
   • Deficit of $167,350 will increase to over $250,000 when various line items are increased as discussed; Supervisor Barnes will confer with the Township Accountant regarding the advisability of transferring dollars from Reserves to balance the budget;
   • Trustees Gamson and Schechter, liaisons to the Citizen Grant Advisory Committee, shared with Board that Family Service has requested $52,100 over and above its other program requests for rehabbing the new facility they are exploring for Nuestro Center, and they suggest this amount be considered directly by the Board; i.e., not as a line item of the Appropriated Grants. Trustee Schechter suggested increasing the Special Grants by an additional $25,000. Decision was reached to label $75,000 as Committed Grants (Community Family Center upon ground breaking); raise Appropriated Grants to $135,000; and retain Special Grants at $100,000;
   • Allocation for legal fees will be increased, based on increased costs incurred this year;
   • Supervisor Barnes will input the revised numbers and get a revised budget to the Board, after further discussion with the Accountant.

Executive Session will be deferred to next week’s meeting, and the Agenda will be changed to reflect a 7:00 PM Meeting commencement. With no further business to discuss concerning the budget, Trustee Schechter moved, seconded by Trustee Gamson, that the meeting be adjourned at 5:40 PM. Motion carried.
