MINUTES OF REGULAR MEETING
July 22, 2010

The meeting was called to order at 7:32 PM by Supervisor Barnes and upon roll call the following members were present: Trustees Bryna Gamson, Margoth Moreno, and Jackie Schechter. Also Present: Clerk Ellen Gussin, Janet Freed, and Lisa Tapper. Trustee Dwayne Douglas and Assessor Patty Powers were absent. Trustee Dwayne Douglas arrived at 7:37.

Approval of Minutes
The Regular Meeting Minutes of July 8, 2010 stand approved as written.

Approval of Bills
Trustee Gamson moved, seconded by Trustee Schechter, approval of the bills. Upon roll call, motion carried.

Agency Presentation
Affordable Housing Corporation of Lake County
Lisa Tapper, Executive Director, Affordable Housing Corporation of Lake County (AHCLC), located in Libertyville and established in 1995, thanked the Board for its grant this year to assist with “Foreclosure Prevention Services”. She distributed the 2009 Annual Report of AHCLC, stating the organization’s mission as: a nonprofit agency that increases and preserves affordable housing opportunities throughout Lake County via high-integrity, high-impact services and partnerships that protect and empower consumers and communities. AHCLC works with clients to help reduce mortgage payments and educates interested individuals on a variety of housing issues. AHCLC is a community partner of the Highland Park Illinois Community Land Trust. Almost 800 households are represented by AHCLC’s annual class participants, and approximately 80 households are served per month. About 5% of its clients are from Highland Park. Information is also available on-line at http://www.ahclc.org and through Google at “hamp.gov” (housing affordable modification program.) In response to a question from the Board about success rates, Ms. Tapper replied that about 75% to 90% of people seeking help are able to stay in their homes; high unemployment levels have put some stress on the success rates.

Supervisor’s Report
Supervisor Barnes attended yesterday an all-day seminar with other Lake County Supervisors to compare issues. She learned about Health Department services including the realities of “free clinic.” Each visit is billed for services provided, but the health department will work with people who cannot afford a private doctor, assisting them with the required paperwork. Also there is an effort in the County to work toward a “311” System, which would advise people of where to go for needed information and services. Board members questioned the duplication with a similar service offered by United Way. Supervisor Barnes will keep the Board apprised of progress on this program.

Latino Advisory Committee
Trustee Douglas reported on the July 12 meeting at which there was much discussion about the various outlets within the community for food distribution. One person reported very favorably about the more than 200 people he knew had received food from Moraine Township. A question was raised at the meeting about food preparation assistance. Supervisor Barnes reported that the Township has experimented with distributing health-related information, including recipes, in Food Pantry bags. Trustee Moreno reported that the North Shore Health Clinic in Highland Park may have cooking classes on the weekends. The next meeting of the committee is August 2 at 6 PM. There will be a Kids 1st Health Fair on Wednesday, August 4 from 9AM to 7PM in Waukegan. Supervisor Barnes commented that although this is a nice opportunity for those without proper health care, the local Clinic encourages families to avail themselves of ongoing, preventive health care, rather than relying upon emergency or one-time health visits like Kids First.

Pantry Plants Garden Project
Summer school is almost over, and the Project will be losing the help of many of the strong boys that have working in the garden. New volunteers are needed, and residents are encouraged to call the Township Office to sign up.

Supervisor Barnes received an email from Ms. Favelli regarding her displeasure in the landscaping at Mooney Cemetery; Supervisor Barnes responded to the email, stating that she agreed and has already been in touch with the landscaper to rectify the situation.

With no further business to conduct, Trustee Schechter moved, seconded by Trustee Moreno, the meeting be adjourned at 8:04 PM. Motion carried.
