MINUTES OF REGULAR MEETING
May 27, 2010

The meeting was called to order at 7:33 PM by Supervisor Barnes and upon roll call the following members were present: Trustees Dwayne Douglas, Bryna Gamson, Margoth Moreno, and Jackie Schechter. Also Present: Clerk Ellen Gussin. Assessor Patty Powers was absent.

Approval of Minutes
The Regular Meeting Minutes of May 13, 2010 stand approved as written with the exception of the correction of “Family Services” to “Family Service.”

Approval of Bills
Trustee Gamson moved, seconded by Trustee Moreno, approval of the bills. Upon roll call, motion carried.

Supervisor’s Report
The Township is currently undergoing the annual audit process, and the Accountant commended Township on its improved bookkeeping which has allowed reducing the time for the audit by many days.

Moraine Township is a member of an IMRF pool. When Township employees have retired, they are entitled to continue with the insurance program if they pay the premiums. This is now requiring an actuary to come in and assess the long term liability of retiree health insurance, based on the GASB regulations required by the Federal Government.

The Adult Day Care Program that Highland Park Hospital used to run had previously been taken over by Glenkirk continuing to operate in the District 112 space. However, the school district now needs the space, and Glenkirk can no longer afford the program. The Mayor of Highland Park has received many calls from children of parents who were in the program concerning the need for its continuance. One possible solution, although the program will be discontinued, is to utilize Faith in Action volunteers to go into the homes for short time periods, allowing a break for the caregivers. Supervisor Barnes has referred several families to Faith in Action. Trustee Schechter recommended that Catholic Charities might be able to help as well.

The ramp for the woman in Highwood has been provided by a $2,000 grant from the General Assistance Fund as well as $2,000 from the woman’s son and $500 from Family Service. The ramp has successfully allowed the handicapped mother to get out of her own home.

Latino Advisory Committee
Next meeting June 14, 2010 at Moraine Township at 6:00 PM.

Pantry Plants Garden Project
Project has begun and they are working hard with more volunteers than last year; more are welcome to join and there is still availability of garden plots for those individuals that would like to have their own.

Other
The Food Pantry at St. James continues; our staff goes to help give guidance to the Pantry and assist people where help is needed with food stamp applications.

Trustee Gamson reported on the LCCTSC meeting she attended; the process to better understand and coordinate transportation needs throughout the County’s communities continues. Although no money is available at present, there may be Federal dollars available down the road which will enable implementation of new programs to help seniors and others get around throughout the County.

Unfinished Business
Supervisor Barnes reported that the Accountant pointed out after reviewing Township Minutes, the misguided belief in June of 2009 that PACE would reimburse us for an expense of about $300 for a temporary van rental. This notation serves to document that the reimbursement did not take place.

Also, the Community Action Partnership presented Moraine Township with an award for serving residents of the Township on matters connected with LIHEAP.

New Business
The Lake County Senior Picnic will be held on June 9 at Independence Grove; no requests to date for transportation, but the van could be made available if needed.

Supervisor Barnes moved, seconded by Trustee Schechter, that we go into Executive Session to discuss personnel issues at 7:59 PM. The Board came out of Executive Session at 8:50 PM.

Adjournment
With no further business to conduct, Trustee Gamson moved, seconded by Trustee Schechter, the meeting be adjourned at 8:51 PM. Motion carried.
