The meeting was called to order at 7:32 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Bryna Gamson, Margoth Moreno, and Jackie Schechter. Trustee Dwayne Douglas was absent. Also Present: Clerk Ellen Gussin, Assessor Patty Powers, Grizell Toledo, and Paula Peddle.

Approval of Minutes
The Regular Meeting Minutes of November 17, 2011 stand approved as written and distributed

Approval of Bills
Trustee Gamson moved, seconded by Trustee Schechter, approval of the bills: $44,504.25 for Town Fund and $4,705.06 for General Assistance for the period of November 16-30, and $27,904.03 for Town Fund and $6,707.62 for General Assistance for the period of December 1-15. Upon roll call, motion carried.

Agency Presentation

Action Items
Tax Levy Approval – Supervisor Barnes reviewed the discussion from last month's meeting and the consensus of the Board at that time to request from the County $1,389,964 for the Tax Levy, which represents a 1.48% increase over last year's extension. A motion to approve such levy was made by Trustee Schechter and seconded by Trustee Moreno. Upon roll call, motion carried.

Resolution to Adopt the Pace Drug and Alcohol Testing Policy, Revised December 1
Pace has asked the Township to approve its revised drug and alcohol testing policy, with which the Township is most happy to comply in order to further insure the safety of the Township's paratransit program. Supervisor Barnes read a resolution, and Trustee Gamson moved, seconded by Trustee Moreno, that the Resolution be adopted. Motion carried.

Assessor's Report
There are many more appeals this year, which is expected in a quadrennial year, so the Assessor's Office is now looking at the appraisals and gathering evidence for the appeals. Hearings will start next week or the week after and will go on for approximately two months. The County is sending out reminders to all seniors who had previously applied for the senior freeze but failed to do so this year.

Supervisor's Report
The Township is in the midst of the Holiday Drive and we are serving 497 children. Supervisor Barnes has learned that some schools and churches are still conducting separate drives, in spite of the efforts of the Township to coordinate on a community-wide level to make sure that all in need receive and to avoid duplications. More kids than ever are being served while many sponsors who used to take three and four kids have cut back to one or two due to harder economic times. The Principal of Oak Terrace and Supervisor Barnes will sit down even earlier next year to try to in fact establish a community-wide clearing house to include Highwood and Highland Park. Fifteen brand new bicycles were donated by a young girl in the community who for her Bat Mitzvah project bought and assembled the bicycles as her gift to the community. Items that are left unclaimed at the end of the Holiday Drive are donated to a needy church in Waukegan.

Latino Advisory Committee
Trustee Moreno could not make the meeting because she is now teaching on Monday night, and Trustee Douglas was absent.

Pantry Plants Garden Project
No report

Grant applications for the coming fiscal year are due in the Township Office on Wednesday, February 1.

Lake County Coordinated Transportation Services Committee (LCCTSC)
There was a very productive meeting last week reported on by Trustee Gamson.

Human Relations Commission of Highland Park
No report

Community Family Center
There was no meeting this month.

Unfinished Business

New Business
Supervisor Barnes requested the Board meet one hour early on Thursday, February 23, as a preliminary budget workshop. That meeting will be held at 6 PM.

With no further business to conduct, Trustee Gamson moved, seconded by Trustee Moreno, the meeting be adjourned at 8:08 PM. Motion carried.
