The meeting was called to order at 5:01 PM, and upon roll call the following members were present: Supervisor Mari Barnes and Trustee Jackie Schechter. Trustee Margoth Moreno arrived at 5:25 PM, and until a quorum existed with the presence of Trustee Moreno only the Agency Presentation was given. Also Present: Clerk Ellen Gussin, and Amy Skalinder. Trustees Bryna Gamson and Dwayne Douglas were absent.

Approval of Minutes
The Regular Meeting Minutes of December 16, 2010 stand approved as written and distributed.

Approval of Bills
Trustee Schechter moved, seconded by Trustee Moreno, approval of both sets the bills for the periods of December 16-31, 2010, and January 1-15, 2011 respectively. Upon roll call, motion carried.

Public Comment

Agency Presentation
Amy Skalinder, Executive Director, Links – North Shore Youth Health Service, reported that she started working with Links in June 2010. She brings a background of considerable youth experience with camps and other organizations and then went back to school to earn a MSW degree. She loves her job and is so impressed with and appreciative of the many individuals that provide dedicated volunteer services, including 11 doctors. Links is very engaged with school programs and in Highland Park programs on puberty have been presented at Oak Terrace, Red Oak and Wayne Thomas Schools. Ms. Skalinder commented on how the boys and girls are separated on the second, third, and fourth days of the program and it is very interesting to observe the degree of engagement particularly with the girls. Additional programs are offered at the Junior High Schools, and Links also sponsors prevention programs for Highland Park High School students. They served 2,300 Moraine Township students last year. She sees a need to increase community awareness, even though referrals are 99% peer-related. Adults in the community are not as aware as they could be, and Amy believes increased recognition will help with fundraising efforts. She would like to diversify funding sources by increasing the amount of individual giving from residents of the North Shore, which currently only accounts for about 10% of the annual revenue. She also commented on the need for greater outreach concerning birth control; evaluations show that the education and awareness can be improved. The Pride Youth program which deals with Gay and Lesbian issues is the only one like it on the North Shore and helps so many that have nowhere else to turn. Trustee Schechter questioned whether Links has tried to approach corporations for support, and Amy responded that they have just started looking into this opportunity and is optimistic about prospects.

Supervisor's Report
Supervisor Barnes shared with the Board that Donald Cowgill, one of the van drivers, has magnanimously donated a year's worth of van rides for a Township resident who is a regular dialysis patient and having trouble covering transportation costs to and from the hospital.

Latino Advisory Committee
No report

Food Pantry/Pantry Plants Garden Project
A Lake County Health Department person has contacted the Township in what Supervisor Barnes hopes will become a collaborative project on pantry plants.

Citizen Grant Advisory Committee
The first two grant applications have been received and the deadline for all others is February 1.

Van drivers have expressed their difficulty in accommodating all appointments in as timely a fashion as they would like. Inclement weather has been a further hinderance, and the Township office has promised to work on improving the scheduling and routing.

With no further business to conduct, Trustee Moreno moved, seconded by Trustee Schechter, the meeting be adjourned at 5:45 PM. Motion carried.
