Supervisor Barnes called the meeting to order at 7:35 PM, and upon roll call the following members were present: Trustees Dwayne Douglas, Bryna Gamson, Margoth Moreno and Jackie Schechter. Clerk Ellen Gussin was absent. Also Present: Jane Talesnick, Janet Freed, Bob Wolf and Paul Dean.

Approval of Minutes
The Regular Meeting Minutes of January 13, 2011 stand approved as written and distributed.

Approval of Bills
Trustee Gamson moved, seconded by Trustee Douglas, approval of the bills. Upon roll call, motion carried.

Public Comment

Agency Presentations
Bob Wolf, retiring Executive Director of Family Service introduced Paul Dean, the new Executive Director. Family Service will be appearing at the Highwood City Council on February 15, seeking approval of the new location for the Nuestro Center at 742 Sheridan, Highwood. They hope to be operating by mid-March. Approval is expected from the Zoning Board of Highwood. A drawing of the proposed floor plan and proposed costs were distributed to the Board.

Jane Talesnick, Coordinator for the Highland Park/Highwood Home Child Care Association, addressed the Board. The grant given to the organization by Moraine Township assists with child care costs for high school students who want to continue their education. This is a full-day program, and an occupational therapist and nutritionist are available to the young mothers. Jane introduced Janet Freed who is the new Chair of the Board.

Action Items

Assessor's Report
Patty Powers was not in attendance at the meeting and there was therefore no report.

Supervisor's Report
Supervisor Barnes distributed the Budget vs. Actual Revenue and Expenses to date. There will be a discussion of next year's Budget at the Wednesday, February 23 Board Meeting at 6:30 PM. After discussion, the Board had agreed to change the next meeting date from Thursday, February 24 to the previous evening because at least one trustee would be unable to attend on Thursday; the Board concurred that the Budget discussion is very important and hoped that all trustees could be in attendance.

Supervisor Barnes has met with the Lake County Health Department; they have expressed interest in working with the Township on the Pantry Plants Garden project.

Latino Advisory Committee
The Committee met on January 10.
Trustee Douglas summarized the committee's discussion. Concern was expressed over the prevalence of video gambling. The Committee will also be finding ways to help citizens with tax preparation and/or financial planning.

Food Pantry and Pantry Plants Garden Project
There is much enthusiasm for the Health Department's involvement, and the next goal is to come up with a Team Leader for the project.

Citizen Grant Advisory Committee
February 1 is the deadline for grant applications; seven to 10 have already been received.

Lake County Coordinated Transportation Services Committee
no report

Trustee Gamson reported that the Talk of the Township newsletter is getting ready for print and distribution.

Unfinished Business
A water main broke on Ridge Avenue adjacent to the Mooney Cemetery. The report on the survey of graves will hopefully be received by the Township in March.

New Business

With no further business to conduct, Trustee Moreno moved, seconded by Trustee Douglas, the meeting be adjourned at 8:22 PM. Motion carried.
