The meeting was called to order at 5:09 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Dwayne Douglas, Bryna Gamson, and Jackie Schechter. Also Present: Clerk Ellen Gussin. Trustee Margoth Moreno and Assessor Patty Powers were absent.

Approval of Minutes
The Regular Meeting Minutes of June 23, 2011 stand approved as written and distributed.

Approval of Bills
Trustee Schechter moved, seconded by Trustee Gamson, approval of $49,326.56 for Town Fund and $15,561.06 for GA. Upon roll call, motion carried.

Public Comment

Assessor's Report
The Board discussed the need for a regular report from the Assessor's Office and would like the Assessor or her representative to be present at the televised meeting each month to give information on what is happening in the Assessor's Office and be on hand to answer questions about the Assessor's operations.

Supervisor's Report
Supervisor Barnes reported on issues with the van drivers. In an effort to avoid overages in IMRF caused by drivers working too many hours, the Township employs more drivers than the two to three vans normally in operation. Due to vacation periods, there has been a shortage of drivers which has led to Paula Peddle driving the van on some days and Willie Barnes getting his credentials to be able to drive when needed. The Township has another workman's compensation claim from one of the drivers, and a minor accident with the van occurred last week.

Township office will be closed the week of August 1st through August 5th so that everyone will be on vacation at the same time. The vans will go in for repair that week.

Latino Advisory Committee
(Reported by Trustee Douglas) The meeting on June 27 raised three issues:
Chair Paul Martinez was to attend the City-sponsored meeting concerning an Active Transportation Alliance, and he will let Supervisor Barnes know if there is any overlap with Township services. The committee among other things is exploring safe biking.

A question arose concerning landlord-related issues and where people can go for help. One suggestion is Prairie State Legal Services, where legal services can be of help; the Township can also be a referral service. Paula Peddle explained that it depends upon the situation, but the Township takes as customized an approach as possible and makes a referral to the most appropriate source or agency.

Another question arose about the degree with which those in need can seek assistance with paperwork for various services and required applications. Paula Peddle explained that the Township provides the appropriate applications for the person to complete and either mail in or take to the appropriate agency. For applications for LINK cards and related benefits, DHS will help those that need assistance to complete the paperwork. If the client cannot read, Paula has helped on occasion. She added that she explains in detail to the client how best to approach DHS and that it is not the Township that makes the decision about whether a client will receive Federal or State aid.

Next meeting of the Latino Advisory Committee is on August 1.

Pantry Plants Garden Project
The first crop of onions has come in, and the tomatoes are looking great for harvesting.

Grants Report
The Healthcare Foundation of Highland Park grant application is due August 1.

Lake County Coordinated Transportation Services Committee (LCCTSC)
The long term goal is to have call-in rides available to people throughout the County. The LCCTSC hopes to run a model cooperative program by enlisting Moraine, West Deerfield, Vernon and Libertyville Townships to provide inter-Township rides more efficiently. PACE has a call-in ride program operating currently in Round Lake where the client calls the driver directly.

Talk of the Township newsletter will be in the works this month and Trustee Gamson asked the Board for ideas.

Unfinished Business

New Business
The August 18th meeting is being changed to August 25 at 7:30.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Schechter, the meeting be adjourned at 6:10 PM. Motion carried.
