The meeting was called to order at 4:37 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Dwayne Douglas and Bryna Gamson. Trustee Jackie Schechter arrived at 5:10 PM, and Trustee Margoth Moreno was absent. Also Present: Clerk Ellen Gussin, Assessor Patty Powers, Paula Peddle, and Shannon Mosier. Grizell Toledo arrived at 5:20 PM.

Approval of Minutes
The Regular Meeting Minutes of February 9, 2012 stand approved as written and distributed. The February 23 meeting could not be held due to lack of a quorum.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Gamson, the approval of the bills for the period of February 1-15: Town Fund $28,039.07, General Assistance $7,222.91; for the period of February 16-29: Town Fund $46,830.73, General Assistance $6,989.58. Upon roll call, motion carried.

Budget Discussion
Supervisor Barnes distributed the Proposed Budget 2012/2013 as well as the Year-to-Date Budget (Profit & Loss Budget vs. Actual, April 2011 through March 2012). Assessor Powers distributed the Office of Assessor Budget which had been incorporated into the Proposed Budget.

Trustee Gamson voiced her desire to eliminate the Trustee salaries and wanted to know how the Board felt about it. Other trustees questioned the legality of eliminating salaries and how it would be done; Supervisor Barnes will research and report back.

There is $250,000 allocated in the proposed budget for Grants, and a total of $271,500 is the total requested from agencies that applied for grants in the coming year. Several agencies previously awarded grants did not reapply, and the Grant Committee liaisons believe that about $225,000 is the cap that should be awarded. The Board wants to leave the number at $250,000 and add a $50,000 "Other" category to allow for special grants that may arise.

The General Assistance Budget is established for emergency services and although there are many years when it is not spent, the Board believes it is the nature of the business to allocate the funds and that the budgeted amount is therefore appropriate.

The budget will be posted during the next month and be approved at the April 26, 2012 Regular Meeting.

Public Comment

Agency Presentations
Supervisor Barnes suggested that the agencies that were supposed to present at the February 23 meeting, which was canceled due to the lack of a quorum, be invited to make their presentations in April or May. Trustee Gamson reiterated the need to reinforce the requirement for all agencies to appear before the Board during the year and will strengthen the wording in the letter that goes out to the agencies when the grant checks are awarded.

Action Items
Trustee Schechter moved, seconded by Trustee Gamson, that the Moraine Township Code of Conduct for Public Meetings be approved. Motion passed.

Trustee Douglas moved, seconded by Trustee Schechter, that the Agenda for the Annual Meeting to be held on April 10, 2012 be approved. Motion passed.

Assessor's Report
Appeal meetings have concluded, and letters will go out with the decisions. Most cases received at least a small change in the dollars assessed. There were 2,700 appeals on 13,000 parcels.

Supervisor's Report
Nothing to report.

Township should receive the landscape architect's report in early spring.

Latino Advisory Committee
Next meeting is March 13, and Trustee Douglas is trying to find a Spanish speaking tax preparer.

Pantry Plants Garden Project
Supervisor Barnes is expecting to a receive request for purchasing a fence.

The Committee will meet on Wednesday, March 7 at 7 PM. Trustee Gamson proposed planning for the Township to again put on a nonprofit agency skills strengthening workshop to help managers diversify their fundraising, including board development. At this workshop, the Executive Service Corps will be addressing a variety of topics.

Lake County Coordinated Transportation Services Committee (LCCTSC)
Lake County Coordinated Transportation Services Committee (LCCTSC) – Trustee Gamson has added new links to the website for Lake County transportation. Lake County DOT is conducting a public transit usage survey online until March 16, and the Board agreed to add a link on the Township website to the survey.

Human Relations Commission of Highland Park
Next meeting is tonight and Trustee Douglas is attending.

Community Family Center
Nothing new to report.

Unfinished Business

New Business
Supervisor Barnes reported that office staff members sometimes report insurance issues in an untimely fashion, which then takes more research and processing time than it should. She is therefore asking all employees to report insurance changes on a timely basis.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Schechter, the meeting be adjourned at 6:17 PM. Motion carried.
