The meeting was called to order at 7:01 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Bryna Gamson, Margoth Moreno, and Jackie Schechter. Also Present: Clerk Ellen Gussin, Lisa Brewer, Nancy Bulzoni, Paula Peddle, Shannon Mosier, and Janet Freed. Trustee Dwayne Douglas and Assessor Patty Powers were absent.

Approval of Minutes
The Regular Meeting Minutes of October 25, 2012 stand approved as written and distributed.

Approval of Bills
Trustee Schechter moved, seconded by Trustee Moreno, approval of the bills: $45,873.54 for Town Fund and $5,667.22 for General Assistance for the period of October 16-31, 2012 and $30,822.02 for Town Fund and $6,890.12 for General Assistance for the period of November 1-15, 2012. Upon roll call, motion carried.

Agency Presentation
Lisa Brewer, Executive Director

Ms. Brewer passed out a printed update: Nurture Status Report. Township grant was used to expand services and improve the quality of two of its major programs: 1.Family Program (A series of four classes in cooking and nutrition instruction), and 2. Elementary Nutrition & Wellness Program for 1st –5th graders. New Teacher Guides were developed that include scripted lessons for each class detailing the recipes, ingredients and directions. Participant Guides have also been prepared in both English and Spanish. With the help of the classroom teachers in District 112 the instruction has focused more on hands-on activities as the primary way to impart the lessons. Nurture is working with more outside agencies to expand their reach. All teachers are volunteers; the staff includes a person with a PhD and 15 years experience. is the easiest way to contact the Center.

Cancer Wellness Center
Nancy Bulzoni, Executive Director

Ms. Bulzoni updated the Board concerning the financial problems they had encountered during 2011. After much cost reduction and belt tightening, the financial woes have been reversed. In terms of Moraine Township participants, the Center's new database, installed at the end of 2011, shows a 5-10% increase in Moraine Township participation. Center has added several new services and have experienced a 25% increase in counseling services (mostly at the beginning of the process as well as the end of the treatment). Some of the new services include cranial and oncology facials. They have redirected as many administrative functions as possible away from the clinical staff to be completed by other volunteers to maximize the amount of time spent with patients. They now have two undergraduate interns from Lake Forest College who complete most of the intake interviews. The Budget is just under $1 million; expenses have been reduced and income increased. The recent Gala was scaled back in cost and changed to be much more casual; it raised more money for the organization than in recent years. Action Items
Tax Levy for 2013 – The total levy is $1,458,117 and the breakdown between the Assessor and General Town Fund portion was adjusted to be more in balance ($724,752 and $584,794 respectively). The adjusted amounts have been posted since the last meeting in accordance with statute requirements. Trustee Gamson moved, seconded by Trustee Moreno, moved that the levy be adopted. Upon roll call, motion passed.

The new Chairperson of the Grant Committee Judy Datz has been considering how to develop a mentoring program for those agencies that might want to take part.

Lake County Coordinated Transportation Services Committee (LCCTSC)
December 5 is the next meeting of the southeast Lake County Transit Forum (which Moraine is hosting again). Trustee Gamson also passed out a new Riders Guide published by Pace about transportation services throughout the County.

Clerk Gussin announced a program on December 2 at Congregation Solel on Aging with Dignity, which is being sponsored by Just Congregations, a consortium of churches and synagogues throughout Lake County.

With no further business to conduct, Trustee Schechter moved, seconded by Trustee Moreno, the meeting be adjourned at 8:10 PM. Motion carried.
