The meeting was called to order at 5:30 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Dwayne Douglas, Bryna Gamson and Margoth Moreno. Trustee Jackie Schechter was absent. Also Present: Clerk Ellen Gussin, Paula Peddle, Shannon Mosier, Jean Wallace Baker, Melissa Albach, and Linda Contreras

Approval of Minutes
The Regular Meeting Minutes of September 27, 2012 stand approved as distributed.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Gamson, approval of the bills: $40,086.75 for the Town Fund and $6,696.03 for General Assistance for the period of October 1-15, 2012. Upon roll call, motion carried.

Public Comment

Agency Presentation
A Safe Place
Melissa Albach, Grant Writer
Ms. Albach thanked the Township for its financial support. A Safe Place serves victims of domestic violence. Two important changes this past year include the appointment of the New Executive Director Pat Davenport in July and the addition of twenty new units of supportive housing for their clients -- women and their young children. This additional housing is clustered and allows clients additional time to get their lives in order and back on track.

Highland Park Community Nursery School & Day Care Center
Jean Wallace Baker, Executive Director
Ms. Wallace Baker thanked the Township for the excellent Grant program offered last week as well as the $50,000 grant given Community in May. The good news is that their families are earning a little more income but in some instances it disqualifies them for State funding. They have expanded the program to include a day care program at Highland Park High School for staff and now serve a total of 150 students with diverse socio-economic backgrounds. State funding continues to drop while mandates continue. HPCNSDC is celebrating its 61st anniversary.

Action Items
Grant Application Approval
There is a Lake County Watershed Resource grant that could help supplement Township cemetery costs for improvements to minimize water retention. The application is due tomorrow and therefore the Board needs to approve. Trustee Gamson moved, seconded by Trustee Moreno, that the grant application be finalized and submitted. Motion carried.

Assessor's Report

Supervisor's Report
Supervisor Barnes reported on the new association between North Shore University Health System and Mayo Clinic. She also invited anyone on the Board who might be interested to attend The Illinois Department of Transportation meetings in October for Lake County.

Tree trimming at Daggitt Cemetery will be needed in spring or as soon as our landscape architect recommends.

Latino Advisory Committee
Paul Martinez has not responded to any of Trustee Douglas's contacts. Trustee Gamson suggested that more needs to be done to instigate a meeting. Trustee Moreno stated that people from the Latino community need to be familiar with the Chair and have reason to trust the committee experience. If the Township Board wants to continue its commitment in this area, strong leadership with a clear agenda will be needed.

Pantry Plants Garden Project
The last of the crops have been harvested and garden is closed until next year.

Last Friday's program drew 44 attendees and the presentations by Donors Forum and Executive Service Corps, and Lake County Community Foundation were excellent. 17 agencies were represented, and it was a very successful workshop.

Lake County Coordinated Transportation Services Committee (LCCTSC)
Supervisor Barnes graciously provided coffee and mini muffins for both last week's program on Grants and this week's meeting on transportation (Transit Forum), which drew 25 attendees including all five Township Supervisors and some municipal representatives. LCCTSC committee members, LCDOT staff and Pace's Paratransit Regional Manager gave presentations, and a very good conversation about collaboration possibilities ensued. Consensus was to pursue coordinated efforts throughout the southeast Lake County area and utilize the resources of the County and Pace.

Human Relations Commission of Highland Park
Trustee Douglas missed the last meeting and therefore has no report.

Community Family Center
The Annual Meeting in October went well and the next meeting is in November; no resolution on funding or new facility.

Unfinished Business
Supervisor Barnes read the resolution passed at the last meeting which approved salaries for the next term of office for Township officials. The Resolution will be filed and posted on the website.

New Business

With no further business to conduct, Trustee Moreno moved, seconded by Trustee Douglas, the meeting be adjourned at 6:26 PM. Motion carried.
