The meeting was called to order at 7:05 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Dwayne Douglas, Bryna Gamson, Margoth Moreno, and Jackie Schechter. Also Present: Clerk Ellen Gussin, Assessor Patty Powers, Paula Peddle, and Shannon Mosier.

Approval of Minutes
The Regular Meeting Minutes of September 13, 2012 stand approved as distributed.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Schechter, approval of the bills: $37,624.90 for the Town Fund for the period of September 16-30, and $12,451.97 for General Assistance for the same period. Upon roll call, motion carried.

Agency Presentation

Action Items
  • Mooney Cemetery – Supervisor Barnes reported that the plantings commissioned are just about completed; no action item required for now. No decision has been made about the composition to use for a new driveway, and no bid has been received on that part of the project. Supervisor Barnes is working on the possibility of procuring a grant to cover at least part of the cost.
  • Van Transportation Policy – Trustee Gamson moved the Board adopt the policy as submitted on August 23 with the legal language submitted by Trustee Douglas incorporating a hold harmless clause. Motion was seconded by Trustee Schechter and passed unanimously upon voice vote. The complete policy will be posted on the website.
  • Township Salaries, 2013-2017 term of office – Supervisor Barnes prefaced the discussion with a report on the Supervisors Meeting she recently attended at which she learned that most Townships are planning on freezing salaries or giving very minimal increases. The Board believes this is not a time to increase the salaries of elected officials and that the public demands fiscal responsibility. Trustee Douglas moved, seconded by Trustee Moreno, salaries remain at the current level: Supervisor - $65,000; Assessor - $74,000; Clerk - $18,000; Trustees - $3,000. Salaries will remain at this level for the next four years – through April 2017. Upon roll call, motion passed unanimously.

Assessor's Report
Appeal deadline has passed, and currently the entire office is working to gather evidence. Following this period is the Board of Review hearings, which Assessor Powers attends.

Supervisor's Report
Supervisor Barnes received a Legislative Survey from TOI and she invited the Board to decide whether they want to submit any suggestions. The Board's recommendation is to submit the suggestion to discontinue election of the Assessor and make it an appointed position. Clerk Gussin completed the survey accordingly and submitted to Supervisor for approval and mailing.

Supervisor Barnes suggested that everyone go out to visit Mooney Cemetery, which is looking much improved. She will continue to evaluate whether the Board should proceed with any further improvements this next year. She will also be looking at maintenance issues at Daggitt Cemetery.

Latino Advisory Committee
No report.

Pantry Plants Garden Project
Coming to a close as the harvest is completed.

October 5 is going to be a very well-attended workshop, entitled "Enhancing Your Not-for-Profit's Development" to take place at the Police Station at 9:30 AM. Trustee Schechter suggested that comments on fulfilling responsibilities when applying for grants be added to the agenda of the workshop.

Lake County Coordinated Transportation Services Committee (LCCTSC)
October 10 will be a meeting (hosted by Moraine Township) for all transit providers in the townships and municipalities in the Southeast Quadrant of the County to discuss transportation issues and map the transportation options to eliminate duplication and identify needs. Pace will also be at the table.

Human Relations Commission of Highland Park
Next meeting is October 4, 2012.

Community Family Center
Annual Meeting took place on Thursday, September 20 at First National Bank of Highland Park but no report available at this meeting.

With no further business to conduct, Trustee Gamson moved, seconded by Trustee Schechter, the meeting be adjourned at 7:50 PM. Motion carried.
