MINUTES OF REGULAR MEETING
July 11, 2013

The meeting was called to order at 5:30 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Clerk Gail Feiger Brown, Trustees Olga Gomez Aguilar, Cindy Wolfson, and Amy Zisook. Also present: Assessor Patty Powers, Paula Peddle, Shannon Mosier, Maureen Doyle (Center for Enriched Living), and Alexandra Beiriger (Zacharias Sexual Abuse Center). Trustee Dwayne Douglas was absent.

Agency Presentations
Maureen Doyle, Center for Enriched Living (CEL)
CEL was founded in 1968 to provide social and life skill development for people with developmental disabilities, spanning all age groups. Most programs are offered at its Riverwoods facility. 40% of its members live in group residences; transportation to the facility is available for non-residents. Last year CEL served 516 members; 22 were from Moraine Township. The REACH day program (reach for success) operates 5 days a week out in the community, focusing on socialization and life skills. The ELA recreational day program (enriched lifestyles for adults) is in conjunction with NSSRA. The TCP program (The Center Presents) is offered to all ages after school during the school year. Transition North, located in Highland Park, for 18-21 year olds, is one-two times a week providing training in social skills, community based skills, and life skills. In the past year, CEL awarded $3,000 in scholarships to 4 unduplicated Moraine Township residents for various programs.

Alexandra Beiriger, Zacharias Sexual Abuse Center
Zacharias is in its 30th year of service. All services are free of charge. It is the only rape crisis center that serves Lake County. Programs include: 24 hour crisis intervention; aid to survivors of sexual abuse and assault; medical and support advocates; legal advocacy; Spanish services; psychological counseling, both individual and group; Teens, coping, children, art and play therapy; counseling for parents and caregivers of victims; age appropriate prevention education, including bullying and healthy relationships; programs for special needs populations. In the past year, Zacharias served 3,000 Moraine Township residents, including students at Elm Place, Edgewood and HPHS sophomores and parents. 400 of those contacts were advocacy, counseling and referrals. Zacharias has collaborated with CEL on Illinois Imagines, and with A Safe Place and Wings on prevention. A new law, Erin's Law, mandates rape education in schools.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Aguilar, approval of the June 27, 2013 Minutes. Upon roll call, the motion carried unanimously. Trustee Zisook abstained due to her absence from the June 27, 2013 meeting.

There were no bills to approve.

Action Items
 • Resolution to authorize the Supervisor to enter into contract with Nancy Hannick, NLH Landscape Architects, for construction observation services for the implementation of the Water Resources and Paving Improvements project for Mooney Cemetery, at an estimated cost range of $840.00 to $1,000.00
Trustee Wolfson moved adoption of the resolution, seconded by Trustee Zisook. Upon roll call, the motion carried unanimously.

 • Resolution to authorize the Supervisor to enter into contract with Nancy Hannick, NLH Landscape Architects, for bid and negotiation for Mooney Gardens rain gardens installation, set-up assistance with the rain gardens planting event and stewardship at an estimated cost range of $1,520.00 to $2,160.00. Trustee Wolfson moved adoption of the resolution, seconded by Trustee Aguilar. Upon roll call, the motion carried unanimously.

 • Resolution to approve line item transfers in the FY 2013-2014 Budget needed to align the budget with correct expense accounts. A listing of the transfers is attached to the resolution. Trustee Wolfson moved adoption of the resolution, seconded by Trustee Aguilar. Upon roll call, the motion carried unanimously.

 • Resolution to authorize Supervisor to enter into contract for purchase of plants and maintenance of cemetery rain gardens which will be installed by volunteers in early September. Trustee Wolfson moved adoption of the resolution, seconded by Trustee Aguilar. Upon roll call, the motion carried unanimously.

Reports
Assessor's Report
Patty Powers
Medical insurance for employees of the assessor's office was discussed. Moraine Township books were turned in to Lake County July 11. There is no date yet on publication of the assessments in Highland Park News; once the date is known, it will be made available on our website.

Supervisor's Report
Anne Flanigan Bassi
 • Construction has started on the Mooney Cemetery driveway replacement project.

 • 19 residents have applied for Township program to help low-income senior with higher electricity bills in the summer months, two more than last year.

 • Employee Health Insurance: because small employers have smaller risk pools, insurance rates are sensitive to employee health experience. Moraine Township experienced a substantial increase in renewal premiums. The Supervisor worked with our insurance broker to look at several alternatives to bringing down the cost of our insurance for both the employees and Township, but did not find viable options at this time. With the insurance exchanges opening October 1, 2013, insurance rates will be "community based" rather than "experience based." We plan to look at options available to us as of January 1, 2014 to bring down the cost of health insurance for both our employees and the township. We were able to get our dental carrier to roll back proposed increases and keep premiums at last year's rates. With the Board's unanimous consent, the Supervisor will bring a motion for renewal of existing health insurance coverage to the next Township meeting.

Cemetery Board Report
Cindy Wolfson
The Mooney Cemetery driveway replacement project is underway. Staff reported that gravediggers will work around the construction as needed.

Citizen Latino Advisory Committee Report
Olga Aguilar
A meeting with Pablo Alvarez to discuss the composition and the mission of the committee is scheduled for Monday. Trustee Aguilar, Pablo Alvarez and Supervisor Bassi met with former Supervisor Mari Barnes to review the history of the committee, and will meet with Paul Martinez, the former Chair.

Citizen Grant Advisory Committee Report

Food Pantry Report

Northern Illinois Food Bank personnel came in today and trained staff. Regular deliveries of commodities, canned, fresh and frozen, will begin in August. Pantry volunteers and staff were commended for the Township's excellent pantry condition.

Lake County Coordinated Transportation Services Committee (LCCTSC)
Amy Zisook
A meeting of LCCTSC will be held the week of July 15. Supervisors of Southeast Lake County Townships (Moraine, Libertyville, Shields, Vernon and West Deerfield), the director of PACE, and representatives from LCDOT have been invited by Supervisor Bassi for a meeting at the Township office on July 30 to continue discussion of a Southeast Coordinated paratransit demonstration program. It was noted that it is difficult for some seniors to get in and out of our vans; a passenger van might be useful.
