The meeting was called to order at 7:03 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar, Dwayne Douglas and Amy Zisook. Trustee Wolfson was absent.
Also present: Assessor-Elect Cynthia Plouché, Joel Williams, (PADS Lake County), Robbie Boudreau (Southeast Lake County Faith in Action), Ryan Cenek and Clerk Gail Feiger Brown.

Agency Presentations
Joel Williams, PADS Lake County (PADS)
PADS provides emergency shelter and supportive services to families with children and individuals experiencing homelessness in Lake County. The Assessment and Day Center is the point of entry to engage people with services and resources to assist them in getting out of homelessness. The Emergency Overnight Centers are open at various houses of worship October through April, 7:00 PM to 7:00 AM. The more limited Summer Shelter is open May through September, primarily for elderly, women and those with health issues. The Family Center is a fixed site family shelter open year-round. The Safe Haven program serves chronically homeless adults with mental illness and/or substance abuse issues. Veteran Services and Street Outreach are also offered. Moraine Township residents are served throughout the year. Last year 2000 Lake County Residents were served.

Robbie Boudreau, Southeast Lake County Faith in Action Volunteers (SELCFIA)
SELCFIA is a volunteer caregiving program, utilizing professionally trained and supervised volunteers to help, frail, elderly, chronically ill and disabled adults residing in Southeast Lake County maintain independence in their homes and improve their quality of life. Services include resource counseling, social support, respite care for primary caregivers, escorted transportation to grocery shopping and doctors appointments, assistance in maintaining hobbies and other facets of independent living, and light housekeeping. Services provided are non-sectarian and free of charge. Moraine Township's grant has been used to revise their training program, to deal with Alzheimer's and dementia, and to build community and increase social support by offering small group focused activities. There is no waiting list. There are Spanish speaking volunteers. 76 Moraine Township residents were served.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Aguilar, approval of the July 11, 2013 Minutes. Upon voice vote, the motion carried. Trustee Douglas abstained.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills: $30,772.95 for the Town Fund and $12,062.94 for General Assistance from July1-15, 2013. Upon roll call, the motion carried unanimously.

Action Items
   • Authorization for Supervisor to enter into contract for Mooney Cemetery rain gardens installation support and maintenance with Craig Bergmann Landscape Design, Inc. not to exceed $10,000.00. Included are: 700 plants at a cost of $3,467.00; watering, mulching and weeding the gardens through the fall. Any plants not planted by volunteers by September 9 will be planted by contractor for additional cost per plant. Trustee Douglas moved, seconded by Trustee Zisook. Upon roll call, the motion carried unanimously.
   • Approval of medical insurance plan renewal with Blue Cross/Blue Shield and dental insurance plan renewal with Humana effective August 1, 2013. Trustee Zisook moved, second by Trustee Aguilar. Upon roll call, the motion carried unanimously.
   • Appointment of Clerk as OMA office and FOIA officer. Trustee Douglas moved, seconded by Trustee Zisook. Upon voice vote, the motion carried unanimously.
   • Authorization of Clerk to appoint a Deputy Clerk. Trustee Zisook moved, seconded by Trustee Aguilar. Upon voice vote, the motion carried unanimously.

Assessor's Report

Supervisor's Report
Anne Flanigan Bassi
   • The Mooney Cemetery driveway replacement and rain gardens project is progressing.
   • Staff and volunteers are registering for intensive training to be in-person counselors/navigators to help residents enroll for health insurance under the Affordable Care Act starting October 1, 2013. Moraine Township is partnering with the Lake County Health Department in this effort.
   • A grant application to the Healthcare Foundation of Highland Park for partial funding for our van paratransit program has been submitted. This year's grant was $45,000.00.
   • On July 18, Supervisor Bassi, Trustee Zisook and Clerk Brown attended the Township Officials of Illinois Newly Elected Officials Seminar in Lisle.
   • On August 15, Family Service is holding a resource fair, Gran Fiesta, in Highwood. Moraine Township will staff a resource table.
   • Supervisor Bassi, Trustee Wolfson and staff attended residents' picnics at Peers and Walnut Place to advise Township residents about resources available to them.
   • The Township assisted over 100 seniors in completing the paperwork to be eligible for the LIHEAP Summer utility assistance program. Enrollment ends tomorrow.
   • Thanks to volunteers Edgar Beltran, Ryan Cenek and Andrea Cho for helping compile mailing lists and resource directory. Thanks to Ryan Cenek for also videotaping tonight's meeting.
   • A list of Moraine Township services to residents in the month of June was provided to the Board.

Latino Advisory Committee
Olga Gomez Aguilar
Trustee Aguilar and Chair Pablo Alvarez met and discussed the mission statement and plans to reach out to community stakeholders. Trustees Aguilar and Douglas will be liaisons from the Board to this committee.

Food Pantry Report

Moraine Township is now accepting commodities from the Federal government via the Northern Illinois Food Bank. Produce from the Pantry Plants Garden is being brought to the Pantry every Wednesday.

Lake County Coordinated Transportation Services Committee (LCCTSC)
Amy Zisook
LCCTSC's Board meeting and general meeting were both held in July. Information on LCCTSC can be found on the Lake County website.
  On July 30, a meeting will be held at the Moraine Township office with Shields, West Deerfield, Libertyville and Vernon Township Supervisors, Pace and LCDOT to explore the mechanics of initiating a demonstration regional paratransit program. This initiative was begun over a year ago by former Trustee Bryna Gamson.
  There may be new federal funds available this fall. The Southeast Lake County townships would have to define parameters and come up with a regional approach to determine common parameters. These townships now have their own boundaries for service.

Plants are now being harvested and are available for Food Pantry recipients.
