MINUTES OF REGULAR MEETING
June 13, 2013

The meeting was called to order at 5:33 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson, Amy Zisook and Clerk Gail Feiger Brown. Also Present: Judy Datz, Janet Freed, and Cynthia Plouché.

Public Comment
There were no comments from the public.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Zisook, approval of the May 23, 2013 minutes. Upon roll call, the motion carried unanimously.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills: $40,912.81 for the Town Fund, and $6,009.57 for General Assistance, for the period May 16-31, 2013. Upon roll call, the motion carried unanimously.

Action Items
Best Futures Grant – Judy Datz, Chair of Citizen Grant Advisory Committee, stated that Best Futures had received a $3,500 grant from the Township, but had not yet cashed the check. The grant covered the operation of a concession stand at Centennial Ice rink, and an expansion to the Park District of Highland Park's Recreation Center. Best Futures contacted the Township to inform us that the expansion was cancelled. Chair Datz polled the Grant committee members individually to determine whether or not the grant they recommended to the Township should be adjusted. The consensus of the members was to recommend that the Township reduce the Best Futures grant from $3,500 to $2,000. Trustee Zisook moved modification of the grant to $2,000; Trustee Douglas seconded. Upon roll call, the motion carried unanimously.

Prevailing Wage Ordinance – Trustee Wolfson moved, Trustee Douglas seconded, adoption of an Ordinance establishing prevailing wage rates for laborers, workers and mechanics employed by contractors or subcontractors in the performance of public works contracts in Moraine Township be the same as the prevailing rate of wages for construction work in Lake County area as determined by the Department of Labor of the State of Illinois, as of June of the current year. Upon roll call vote, the motion passed unanimously.

Code of Conduct – Trustee Aguilar moved, seconded by Trustee Zisook, adoption of Moraine Township Code of Conduct for Public Meetings. The motion passed unanimously by voice vote.

Assessor's Report
There was no report from the Assessor.

Supervisor's Report
 • Supervisor Bassi informed the Trustees that LIHEAP will not have a summer program for assistance to seniors with their electric bills and recommended that Township funds from the budget line item Senior/Youth Services (General) be used to assist seniors with funds to help defray higher summer electrical bills. Seniors must meet the income guidelines and live in our Township to qualify. Last year we had 17 senior households that were assisted with Township funds. The Board concurred that we offer assistance.

 • Auditors will be coming next week to review the records for the 4/1/12-3/3/13 fiscal year end.

 • Supervisor Bassi informed the Trustees that she had an attorney review and sign the Federal Fiscal Year 2013 Certification and Assurances for Federal Transit Administration Assistance Programs as required by PACE.

 • Supervisor Bassi discussed with the Trustees a proposal to have Moraine Township partner with the Lake County Health Department this fall and winter to help residents enroll in health insurance under the Affordable Care Act. Residents below 138% of the poverty line are eligible for health insurance under Medicaid expansion; residents above this threshold may be eligible for subsidies to help defray the cost of insurance. No Township funds are requested at this time, but Supervisor Bassi notified the Trustees that the Township will be leveraging existing staff and office space to assist in this effort, which will require a three day training to be certified as in-person counselors. Three staff members plus the Supervisor and Clerk plan to be trained to assist residents by appointment during regular business hours. To date, 10-12 community members have offered to take the training to help residents evenings and weekends. The Supervisor supplied the Lake County Health Department with a letter of support for their grant proposal for this effort, and has signed a Memorandum of Understanding to assist the Health Department in this effort. Enrollment for coverage under the Affordable Care Act begins October 1, 2013 for coverage which will begin January 1, 2014.

 • Supervisor Bassi is meeting with various city staff members and elected representatives to talk about working together. Trustees Zisook and Aguilar offered to help with meetings of school principals, social workers, and counselors.

Cemeteries
Bid Opening for the drainage project at the Mooney Cemetery will be held at 9:00 AM on June 20, 2013. The project engineer will confirm the credentials and experience of the lowest bidder(s). The Cemetery Board will meet at 3:00 PM June 24, 2013 to review the bids. Acceptance/rejection of a contract to move forward with project will on the June 27, 2013 Agenda. Trustee Zisook reported on her visit to Mooney Cemetery with Clerk Brown and Shannon Mosier. She commended Ms. Mosier on her excellent management of the cemetery.

Food Pantry
Supervisor Bassi, Clerk Brown and Township staff will be meeting with Northern Illinois Food Bank personnel at the Township office on June 18. The Supervisor is visiting other townships' food pantries.

Latino Advisory Committee
Trustee Aguilar is meeting with Pablo Alvarez and Supervisor Bassi next week to discuss reconstituting the committee.

Grants

Lake County Coordinated Transportation Services Committee (LCCTSC)
Trustee Zisook reported that she and Supervisor Bassi will be attending a meeting on June 19. Supervisor Bassi is continuing the discussions from the prior administration about how several townships might partner to provide paratransit on a more regional basis.

Human Relations Commission of Highland Park
Trustee Douglas reported that he attended a special meeting on June 6, featuring Keith Bergeron, of the US Dept of Justice. Mr. Bergeron reviewed the Human Relations Commission operations and offered suggestions for the HP ordinance, presenting as an example the Helena, Montana ordinance.

Supervisor Bassi and Trustee Wolfson are meeting with seniors in Highland Park and Highwood, and with other interested parties in exploring formation of a Senior Advisory Committee.

With no further business to conduct, Trustee Douglas moved, Trustee Zisook seconded, the meeting be adjourned at 6:30 PM. Motion carried unanimously.
