The meeting was called to order at 5:35 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Dwayne Douglas and Bryna Gamson. Trustees Margoth Moreno and Jackie Schechter were absent. Also Present: Clerk Ellen Gussin, Assessor Patty Powers, Gail Brown, Amy Zizook, and Cindy Wolfson.

Approval of Minutes
The Regular Meeting Minutes of February 21, 2013 stand approved as distributed.

Approval of Bills
Trustee Gamson moved, seconded by Trustee Douglas, approval of the bills in the amounts of $46,727.46 for Town Fund and $8,410.75 for General Assistance for the period of February 16 through 28, 2013. Upon roll call, motion carried.

Action Items
Budget Discussion – Supervisor Barnes passed out an itemized list of salaries of all Assessor's Office and Township Office employees – both the annual salary and the amount paid for each employee's insurance. The approximate annual salaries and the hourly rates for the six van drivers were also listed, and Supervisor Barnes explained that these employees have never been enrolled in IMRF. Trustee Gamson expressed her concern about giving salary increases in a time when many taxpayers have been suffering economically. Additionally, she pointed out that the increases in the budget came to 5%, not the 3% indicated when the budget was first presented. Assessor Powers reported that her employees have diligently worked, putting in many overtime hours without additional pay, that the Board of Review gave high regard to Moraine Township for the excellent quality of evidence presented at the hearings, and passionately defended her belief in almost all of her staff being deserving of additional compensation. Supervisor Barnes stated that the entire 5% would not necessarily be awarded, but it gives her flexibility to award merit increases. She also reported confidence in her staff and attested to the diligence displayed in their work ethic. After discussion, Trustees Gamson and Douglas agreed to go forward with the amounts recommended in the budget with the understanding that the operating officers, the Assessor and Supervisor, will exercise discretion in deciding upon the final amounts to be awarded within the dollars allocated. The budget approval will take place at the next meeting on March 21.

Assessor's Report
Assessor Powers reported that all tax appeal decisions have been mailed out and that therefore all taxpayers who filed an appeal should have received the final findings. The office is now in the process of finishing paperwork and getting the books ready to close in several months. She requested that taxpayers be advised accordingly on the Township website.

Supervisor's Report
Supervisor Barnes commented that the Chicago Tribune article in today's TribLocal incorrectly stated that the federal sequester would impact Township operations, according to Mayor Rotering. In fact, the Township does not receive any federal funding; all funding is local from the Moraine Township property tax base. She spoke with Mayor Rotering and attempted to reach the reporter to set the record straight.

Tree trimming work was completed recently, as noted in the bills approved today. Work will progress in the spring.

Latino Advisory Committee

Pantry Plants Garden Project
no report/inactive

The committee has held a three-hour meeting and is trying to schedule a second one to finish the grant review process. One agency was disqualified because of its failure to present a report to the Township Board during the year despite multiple, specific instructions to every grantee. Supervisor Barnes noted that the committee recommends, but the Board makes the final decisions upon its report.

Lake County Coordinated Transportation Services Committee (LCCTSC)
Nothing new to report.

Human Relations Commission of Highland Park
Trustee Douglas reported that a meeting scheduled for this evening is being changed to next Wednesday.

Community Family Center
Clerk Gussin reported that the next meeting is Wednesday, March 13, 2013.

Talk of the Township has been mailed and received; several comments and inquiries have been made about some of its contents.

Executive Session
At 6:32 PM Trustee Douglas moved, seconded by Trustee Gamson, that the Board go into Executive Session. Motion carried and the Board went into Executive Session which ended at 6:40 PM.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Gamson, the meeting be adjourned at 6:41 PM. Motion carried.
