The meeting was called to order at 7:08 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Dwayne Douglas and Bryna Gamson. Also Present: Amy Zisook, Cynthia Plouche, Gail Feiger Brown, Paula Peddle, Shannon Mosier and Linda Contreras. Trustees Moreno and Schechter were absent. Clerk Ellen Gussin was absent, and the minutes were taken by Shannon Mosier in her absence.

Acceptance of Minutes
The Regular Meeting Minutes of March 7, 2013 stand approved as written and distributed. The Executive Session Minutes of March 7, 2013 stand approved as written and distributed.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Gamson, approval of the bills: $24,174.28 for Town Fund and $5,188.42 for General Assistance for the period of March 1-15, 2013. Upon roll call, motion carried.

Public Comment

Action Items
Town Meeting Agenda Approval – April 16th at 6pm (one week later than usual, due to the consolidated election). The proposed agenda for our annual town meeting was read by Supervisor Barnes, who also explained that according to changes in the law any public comment agenda items needed to be submitted before March 1st and none were submitted this year. Trustee Gamson moved to adopt the agenda as read, seconded by Trustee Douglas.

Budget for Fiscal Year 2013-14 Approval –Trustee Gamson who is a Liaison to the Grant Committee asked that the grant line item (4801 – Appropriated Grants) be reduced from $325,000 to $310,000 as the grant committee has met and this reflects the total amount of grants under review at this time. This is a reduction of $15,000 from original amount.

Trustee Gamson still has questions regarding the salaries and objected to the salary line items as they are currently stated. Supervisor Barnes again noted that the line item increase in the budget does not reflect that the full amount would be used and she herself does not give staff increases unless merited. Trustee Gamson is still not comfortable with this large of an increase, which represents a 5% increase over last year's budget. Trustee Douglas suggested that the three salary line items of 4102 Office Staff (Supervisor), 5102 Office Staff (Assessor), 6102 Office Staff (General Assistance) on the budget be reduced to reflect only a 4% increase from last year's line item levels. Trustee Gamson so moved to approve the budget for the fiscal year 2013-14 with these changes, seconded by Trustee Douglas. Upon roll call, motion carried.

Assessor's Report

Supervisor's Report
The van drivers have reported to Supervisor Barnes that our riders continue to have wonderful things to say about van coordinator, Linda Contreras. Recently we have had an increase in no shows and Supervisor Barnes would like to consider a standard charge for no shows. Trustee Gamson agreed that it is not fair for these people to deprive others of rides to medical appointments, considering that everyone's ride is confirmed by the Coordinator, and wondered if Pace has a policy in place regarding No-Shows. She further suggested that a list be maintained to track the times missed. Trustee Douglas suggested a fee instead of a no-further-service policy.

Supervisor Barnes presented the Mooney Cemetery report and plans prepared by the civil engineers, Daniel Creaney Company. In addition to the rain/overflow ponds on the east side of Mooney, the civil engineers suggested an optional drainage pipe be placed under the driveway and connect back across Ridge Road into the storm system (pending city review). The alternative is to let the excess water sit in the retention ponds long term in wetter years allowing the plantings to expire. Should this be added to the plans, or should this be excluded? The cost might be as much as $20,000 extra. Initially the board felt that it would be alright to exclude this part of the plan. But after considering that the driveway replacement would be the best financial time to set the pipe, in the long run it might be better to do this at this phase. The Board agreed that this matter could be included in the bid process and excluded later. So a decision to continue this phase will be decided later. The bidding process will be handled by the Daniel Creaney Company and will start soon.

Latino Advisory Committee

Pantry Plants Garden Project

Trustee Gamson reported on the two committee meetings and said it was a great pleasure to work with the members – lively discussion and responsible decisions with some emphasis on how funds help Moraine Township residents. The final report will be available on April 25.

Lake County Coordinated Transportation Services Committee (LCCTSC)
Trustee Gamson reported on yesterday's LCCTSC meeting. There are now six or seven townships in the Lake County trial group. The hope is to eventually have one Pace call center for all of Lake County with the ability to travel over the border into Cook County. Federal funding is being sought which will may include a request for the SE quad of the County.

Human Relations Commission of Highland Park
Trustee Douglas attended the Human Relations Commission meeting earlier this evening. Don Minor of the City of Highland Park received a request to consider revising a particular ordinance due to a recent incident in the community. The Martin Luther King, Jr. service day in Highland Park was a great success this year and will be expanded again next year. The Humanitarian Award discussion was underway when Trustee Douglas left to attend this Board meeting.

Community Family Center

Trustee Gamson address to the TV audience: Anyone who has not received the Talk of the Township should advise the Township Office.

With no further business to conduct, Trustee Gamson moved, seconded by Trustee Douglas, the meeting be adjourned at 7:48 PM. Motion carried.
