MINUTES OF REGULAR MEETING
May 9, 2013

The meeting was called to order at 5:37 PM, and upon roll call the following members were present: Supervisor Mari Barnes; Trustees Dwayne Douglas, Bryna Gamson, Margoth Moreno and Jackie Schechter. Also Present: Clerk Ellen Gussin, Janet Freed, Amy Zisook, Cynthia Plouché, Gail Brown, and Anne Bassi.

Approval of Minutes
The Regular Meeting Minutes of April 25, 2013 stand approved as distributed.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Schechter, approval of the bills in the amounts of $57,423.53 for the Town Fund and $10,165.17 for General Assistance for the period of April 16 through April 30, 2013. Upon roll call, motion carried.

Public Comment
Janet Freed commented on the outstanding service of the outgoing Supervisor and Township Board. Having observed many Township meetings over the past two four-year terms as well as the four before that, she believes this administration has accomplished much and thanked each individual Board member for his or her service.

None

Action Items
Supervisor Barnes reported that our accountant every year at this time reviews expenses and compares to the Budget to recommend where contingency funds may be needed. Legal services were higher than budgeted due to the election. Trustee Gamson suggested that the legal fees be reallocated to the line item Election Services; the Board concurred since the legal expenses incurred were necessitated by the special Electoral Board that needed to be convened. Other items over budget include Office Supplies, Maintenance, and Outside Services for the Cemetery. The Assessor's Office is also over in various categories. The total amount over budget is $20,250. This overage is more than covered by the Contingency Fund allocation and therefore the total actual expenditures will be under budget. In the Community Chest line item the expenses are being covered by donations. Trustee Gamson moved, seconded by Trustee Schechter, that the budget adjustments be approved. Upon roll call the motion passed.

Reports
Assessor's Report
Assessor Elect Plouché has been meeting with Assessor Powers and learned that the total number of tax objections, most of which resulted in appeals, are down from the previous year.

Supervisor's Report
None beyond the budget information noted above.

Cemeteries
Township is about to go out for bids on the landscaping improvements.

Pantry Plants Garden Project
The Pantry Plants Garden of Moraine Township will be prepared this coming Saturday and the planting will take place on Saturday, May 18.

Lake County Coordinated Transportation Services Committee (LCCTSC)
Nothing new to report.

Human Relations Commission of Highland Park
Commission is beginning to discuss next year's Dr. Martin Luther King program as well as a neighbor-to-neighbor program, particularly for Highwood. Carol Spielman will receive the Humanitarian Award this year on Monday, May 13.

Community Family Center
Nothing new to report.

Unfinished Business
Unanswered questions concerning the funding of the Latino Youth Initiative of Family Service existed at the end of the last meeting and Supervisor Barnes and Trustee Schechter volunteered to research. Trustee Schechter spoke to Paul Dean at Family Service, and Supervisor Barnes spoke to Tom Koulentes, Assistant Principal at Highland Park High School. The High School believes the program to be invaluable. Emphasis was on the unique and worthwhile quality of the program that has enabled students to improve their school performance significantly. Trustee Schechter moved, seconded by Trustee Douglas, that the original recommended $15,000 grant be approved. Upon roll call there were four ayes and one nay by Trustee Moreno; motion passed.

New Business
The Installation for the new Board will be Friday, May 17, at 6:00 PM at the Township office and there will be a party to honor the outgoing and incoming Board at the home of Anne Bassi.

Adjournment
With no further business to conduct, Trustee Gamson moved, seconded by Trustee Schechter, the meeting be adjourned at 6:17 PM. Motion carried.
