The meeting was called to order at 7:00 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Clerk Gail Feiger Brown, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson, and Amy Zisook. Also Present: Assessor Patty Powers, Paula Peddle, Shannon Mosier, Andrew Brown, Vic Bassi, and David Rosen.

Acceptance of Minutes
The Regular Meeting Minutes of May 9, 2013 stand approved as written and distributed.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills: $33,553.96 for Town Fund, and $8,060.02, for General Assistance, for the period of May 1-15, 2013. Upon roll call, motion carried.

Action Items

Assessor's Report
Assessor Powers reported that tax bills were recently mailed out, and the office is busy. Books are due to be turned into the Chief County Assessor's office July 14, and will be published in August. There is a 30 day window to challenge, so hearings will start in October. In 2012, there were 22 neighborhood sales ratio studies, which have helped decrease the number of appeals. She reported that there were 17 teardowns in 2012; to date there have been 5 in 2013. This year, Arbor Ridge Senior Living, CVS at Park Ave. and Rte 41, and a strip mall next to Thornton's will go on the books so we'll have an increase in Township assessed value.

Supervisor's Report
Supervisor Bassi reported that in light of Trustee Bryna Gamson's retirement, the management of the website needs to be addressed. This may include the purchase of computer software and training of office staff to maintain the website. The main copy machine may be operational for only several more weeks or months; replacement could be $2000. The annual postal food drive was held on May 11. Over 400 bags of food were collected by mail carriers and delivered to the Township office or picked up at the Post Office. Thanks were given to Cub Scout Packs 34 and 39, Troop 324, and their families for helping unload and shelve donations in the Food Pantry. Paula Peddle was thanked for taping the meeting; the Township is looking for someone to tape monthly Board meetings.

Trustee Douglas was appointed Chair of the Cemetery Board. Supervisor Bassi and Trustee Wolfson were also named to the Board. Supervisor Bassi reported that the Township is in the midst of a capital project at Mooney Cemetery. The Township obtained a $31,200 grant from the Lake County Stormwater Management Commission (SMC). The project cost, which will be determined by the Engineer, is estimated to be approximately $150,000. Volunteer labor will be sought as well for the rain garden installation. Nancy Hannick, the landscape architect, will determine estimates regarding the excavation for the rain garden. Park District of Highland Park employees visited the cemetery today and observed ponding, muddiness and standing water around the graves. These concerns will be addressed in a cost effective and environmentally sustainable way. The Township will be going out to public bid on May 30. Bid opening will be in our office at 9:00 AM on June 20 with Board action at our June 27 meeting.

Latino Advisory Committee
Trustee Aguilar reported that she initiated contacts with 11 community members to re-establish this committee. She will compose an article for the website to solicit volunteers.

Pantry Plants Garden Project
Supervisor Bassi reported that according to Sam Piro there was flooding in the garden. Trustee Zisook commented that she went there with her daughter, and saw that planting had been done in both the family and community plots. She was excited to see many diverse community members working together.

Grant Committee
No report

Lake County Coordinated Transportation Services Committee (LCCTSC)
Trustee Zisook reported that the LCCTSC is meeting at the end of June. Trustee Zisook will serve as liaison from the Township. Former Trustee Bryna Gamson will remain on LCCTSC as a community member. They will try to meet with neighboring township officials.

With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Zisook, the meeting be adjourned at 7:18 PM. Motion carried.
