Moraine Township

The meeting was called to order at 7:00 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Dwayne Douglas, and Amy Zisook. Trustees Aguilar and Wolfson were absent. Also Present: Larry Weiss (videographer), Clerk Gail Feiger Brown, Amy Skalinder (LINKS), Janet Freed, and Betsy Lassar (Lake County Housing Action Coalition).

Public Comment
There were no comments from the public.

Motion to Modify Agenda
Trustee Douglas moved, seconded by Trustee Zisook, Motion to Amend the Agenda to move Agenda VIII, Action Item, immediately after Agenda Item IV, Public Comment. The Motion carried.

Action Item
Moraine Township becoming member of Lake County Housing Action Coalition
Betsy Lassar, Moraine Township resident, has served as neutral facilitator for the Lake County Housing Action Coalition (Coalition) as a staff member for Business and Professional People for the Public Interest (BPI) and spoke in support of the Township joining the Coalition. The Coalition is a network of social service and housing providers in Lake County. It was formed to promote policies to preserve and expand affordable housing opportunities in the County. Other members of the Coalition include CPAH, PADS, Waukegan Township, HP Housing Commission, LF Housing Trust, and Lake County Affordable Housing. Joining the Coalition requires no financial commitment. The Coalition is loose-knit and decides on limited action agenda. There is no financial commitment required of the Township. Trustee Zisook moved approval, seconded by Trustee Douglas. Motion carried unanimously by voice vote.

Agency Presentation
Amy Skalinder, LINKS
LINKS Northshore Youth Health Service in Northfield serves teens and young adults up to age 25. 40% of clients are uninsured. Amy discussed the programs offered by LINKS and the number of Township residents served, as well as their work with Red Oak, Wayne Thomas, Oak Terrace and Edgewood Schools. Schools are not required to pays LINKS for education, but do give honoraria.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, approval of the July 25, 2013 minutes. Upon voice vote, the motion carried.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills: $6,589.44 General Assistance, $47,422.82 Town Fund from July 16-31, 2013; $5,859.57 General Assistance, $32,897.57 Town Fund from August 1-15, 2013; first bill from contractor CR Schmidt for $139,664.70 pending walk through on August 16. There was a small change order to the contract to adjust the slope of the rain gardens excavation. Upon roll call vote, the motion carried unanimously.


  • Assessor's Report
  • None.

  • Supervisor's Report, Anne Flanigan Bassi
    • The Audit was received from the accountants on August 14, and distributed to the trustees at the meeting. It will be filed at the County clerk's office. Any questions from the Trustees can be discussed at the September 12 Board meeting.
    • Supervisor Bassi, Clerk Brown, volunteer Barbara Altman and staff member Paula Peddle attended the Family Service Gran Fiesta resource fair in Highwood this afternoon, where they distributed information about Township services and health insurance enrollment assistance.
    • Thanks to Larry Weiss for videotaping tonight's meeting.
    • Volunteers are being solicited to assist with Affordable Care Act enrollment. A meeting for outreach volunteers will be held at the Township office in August.
    • Volunteers are being solicited to help plant 700 one-gallon plants at the Mooney Cemetery Rain Gardens on September 6 and 7. Volunteers will work in shifts, along with master gardeners from Chicago Botanic Garden, and UIC extension, Park District, and Stormwater Management staff members.

  • The committee continues to work on enlisting committee members and outreach in the community.

  • Food Pantry Report, Anne Flanigan Bassi
  • Delivery of commodities such as poultry and eggs will begin September 1. Fresh produce from the Pantry Plants Garden is available to Pantry recipients. There has been a prolific amount of produce.

  • Lake County Coordinated Transportation Services Committee (LCCTSC), Amy Zisook
  • The Township hosted a meeting for Southeast Township Supervisors, and representatives from LCDOT, and Pace exploring ideas for regional cooperation.

  • Citizen Grant Advisory Committee Report
  • None

  • Community Family Center Report, Gail Feiger Brown
  • CFC is having a Board meeting at the end of August, so there will be a report at the September 12 Township Board meeting. Trustee Zisook, a member of the CFC Board, will recuse herself from any future discussion and action by the Township.

  • Cemetery Board Report, Anne Flanigan Bassi
  • The construction portion of the project at Mooney Cemetery is almost completed and the rain gardens have been excavated. There will be a community-wide tour upon completion.

  • Human Relations Commission Report
  • None.

  • Senior Services Committee Report, Anne Flanigan Bassi
  • The Committee continues to work on outreach to seniors and agencies serving seniors and evaluating the possible formation of a senior services task force.
