Moraine Township

The meeting was called to order at 7:00 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Cindy Wolfson, and Amy Zisook. Absent: Trustees Olga Gomez Aguilar and Dwayne Douglas. Also present: Assessor Patty Powers, Assessor-Elect Cynthia Plouche, Clerk Gail Feiger Brown, Janet Freed, Joe Rafson, Anthony Lucente, Lisa Brewer (Nurture) and Pete Koukos.

Recognition of Patty Powers, Moraine Township Assessor
Supervisor Bassi read a Resolution in Recognition of Assessor Patty Powers; Pete Koukos, former Moraine Township Assessor, spoke to the Board praising Patty Powers for her thoughtful, thorough and fair service to Moraine Township residents.

Administration of Oath of Office to Cynthia Plouche, Moraine Township Assessor
Clerk Brown administered the Oath of Office to Cynthia Plouche as the new Moraine Township Assessor, whose term of office commences January 1, 2014.

Public Comment
Pete Koukos welcomed Cynthia Plouche as the new Moraine Township Assessor. Anthony Lucente also welcomed Cynthia Plouche, and thanked Patty Powers for her years of service.

Agency Presentation

Lisa Brewer, Nurture.
Nurture educates children, families and communities about making healthy, affordable food choices and getting physically active. Nurture partners with District 112 elementary schools, Family Network, Nuestro Center, Working Together's Sunday soccer program at HPHS, and JCYS Champ Camp. Programs include: cooking and nutrition for children and families (families receive slow cookers, meat thermometers, groceries and workbook with recipes), fitness classes for students, and pre-natal nutrition programs.

Approval of Minutes
Trustee Wolfson moved, and Trustee Zisook seconded approval of the November 21, 2013 minutes. Upon voice vote, the motion carried unanimously.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Wolfson , approval of the bills: $39,885.63 for the Town Fund, and $13,995.66 for General Assistance, for the period November 16-31, 2013; $27,643.55 for the Town Fund, and $7,085.28 for General Assistance, for the period December 1-15, 2013. Upon roll call, the motion carried unanimously.

Action Items
Adoption of FY 2014-2015 Tax Levy
Trustee Wolfson moved, seconded by Trustee Zisook, adoption an Ordinance levying taxes for all town purposes for Moraine Township, Lake County, Illinois, for the tax year 2013. A copy of the levy ordinance is attached. Upon roll call, the motion carried unanimously.

Re-Adoption of Ethics Ordinance
The Moraine Township Ethics Commission, consisting of Michael Kaufman, Carolyn Cerf and Martha Gray, upon meeting and reviewing the Ethics Ordinance adopted by the prior Moraine Township Board, strongly recommended Re-Adoption of the Ordinance. Trustee Zisook moved, seconded by Trustee Wolfson Re-Adoption of the Ethics Ordinance. Upon roll call, the motion carried unanimously.


  • Assessor's Report Patty Powers
  • Assessor Powers stated that the 2013 hearings were completed the week ending December 20. EAV findings will be available in February, 2014. Cynthia Plouche was welcomed. The Assessor's staff was complimented for their knowledge, excellence and expertise.

  • Supervisor's Report Anne Flanigan Bassi

    • Trustees were given a report of Township services for the month of November.
    • Community members were thanked for donating 100 turkeys for our residents, 80 were given out for Thanksgiving and the remainder will be handed out for Christmas. Coldwell Banker and Guaranteed Rate each gave 20 turkeys.
    • The Community Chest has received donations of $5,033 in November and December. Some of these funds were used for gloves, hats and grocery certificates for holiday drive recipients.
    • Moraine Township residents have generously brought in food donations for our pantry recipients.
    • 5th Grade students at Meadowbrook School in Northbrook were thanked for bringing in 40-50 bags of food and sorting them into bins.
    • Dottie Palombo, has for past two months, brought in large quantities of fresh produce for the food pantry. She is planning on doing this again in January.
    • Supervisor Bassi read a letter from Isabel, age 7, who with her family made a donation to the food pantry instead of Hanukkah presents.
    • Thanks to videographer Larry Weiss.
    • Health insurance enrollment (ACA) appointments are taking hours. People have been understanding and grateful for the assistance. One enrollee made a donation to the food pantry in gratitude.
    • Supervisor Bassi read a letter from a grateful recipient of the Phyllis Santullano Holiday Gift Drive. Sue Kach and Clerk Brown were thanked for their countless hours of work.
    • The Talk of the Township newsletter was mailed early in the week.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The LCCTSC Board met December 18 to review goals for 2014. One goal is to expand the reach of transportation in Lake County. The Southeast Townships group is meeting again in January.

  • Phyllis Santullano Holiday Gift Drive Report Gail Feiger Brown
  • 425 children were sponsored and received new holiday gifts selected specifically for them. The community was thanked for their generosity, in particular, Northshore University HealthSystem, Red Oak School, Edgewood School, Sherwood School, Braeside School, and Highland Park High School. Moraine Township staff worked overtime, evenings and weekend to ensure the success of the drive. Recipient families also received gift certificates from Sunset Foods and Jewel, so they could purchase their own festive holiday meals. Hats, gloves and scarves were also distributed. Many thanks to event chair Sue Kach.

Old Business
Trustee Zisook reported that Moraine Township will be participating in the Martin Luther King Jr Day of Service event at the Highland Park Recreation Center Monday, January 20, 2014. Donations will be brought into the gym, where they will be sorted into bins and bags. Food will be accepted curbside for those unable to participate in the program.

With no further business to conduct, Trustee Wolfson moved, Trustee Zisook seconded, the meeting be adjourned at 7:40 PM. Motion carried unanimously.
