Moraine Township

The meeting was called to order at 7:05 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown and Assessor Patty Powers, Assessor-Elect Cynthia Plouche; Mary Lou Coyle, Ed Reed, and Tami Solo (Jewish Child and Family Services).

Agency Presentations

Mary Lou Coyle, Ed Reed and Tami Solo, Jewish Child and Family Services (JCFS)
JCFS offers individual, senior, couple, group and financial counseling at sites throughout the Chicago area. Services are non-sectarian and open to all. Moraine residents use the Northbrook site, which includes a divorce specialty center. Fees there are charged on a sliding scale and Medicaid payments are accepted. Moraine Township's grant supports mental health counseling for our residents as well as a clinician at the Highland Park High School Drop-In Center two days a week that serves 200-250 students per week and offers 24 support groups addressing a variety of issues.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Aguilar, approval of the October 24, 2013 Minutes. Upon voice vote, the motion carried. Trustees Zisook and Douglas abstained due to their absence from the meeting.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills: $8,896.61 General Assistance, $56,329.15 Town Fund, from October 16-31; $7,565.80 General Assistance, $28,361.24 Town Fund from November 1-15, 2013. Upon roll call vote, the motion carried unanimously.

Action Items
Approval of FY 2014-2015 Tax Levy
There was discussion and support for freezing the tax levy for existing property owners and not adding the allowable CPI increase. New properties added to the tax rolls during the year would be levied for the General Assistance Fund. $50,000 will be moved from the Town Fund to the General Assistance Fund.

Trustee Douglas moved adoption of the FY 2014-2015 Real Property Tax Levy, seconded by Trustee Zisook. Upon roll call voice vote, the motion passed unanimously. The Levy will be posted for final adoption in December.

Re-appointment of Dwayne Douglas as Ethics Advisor
Trustee Wolfson moved, seconded by Trustee Aguilar, Re-Appointment of Dwayne Douglas as Ethics Advisor. Upon voice vote, the motion carried unanimously.

Appointments of Carolyn Cerf, Martha Gray and Michael Kaufman to Ethics Commission
Trustee Wolfson moved, seconded by Trustee Douglas, Appointments of Carolyn Cerf, Martha Gray and Michael Kaufman to the Ethics Commission. Upon voice vote, the motion carried unanimously.


  • Assessor's Report Patty Powers
  • The appeals process continues at the Lake County Board of Review. Staff is reviewing local home additions, listings, sales, and deeds for future assessments.

  • Supervisor's Report Anne Flanigan Bassi

    • Thanks to videographer Larry Weiss.
    • A report of Moraine Township services to residents in the month of October was given to the Board.
    • ACA enrollment visits to the office are increasing. Appointments are taking two to three hours. A big crunch is expected the first two weeks in December.
    • Thanks to Dottie and Joe Palombo for donating several large boxes filled with fresh produce and cooking oil to the food pantry. Pantry recipients were appreciative.
    • Thanks to Edgewood School for donating a huge amount of food from their food drive. Girl Scouts from Red Oak Elementary School sorted the food into bins.
    • Sue Kach and Gail Feiger Brown were thanked for their work on the Phyllis Santullano Holiday Gift Drive.
    • Thanks to Sunset Foods and Jewel for selling gift cards at a discount to Moraine. The cards will be given to our families picking up their presents at the Phyllis Santullano Holiday Gift Drive. Gift cards were also purchased for distribution to families in need throughout the year. Preliminary discussions were held with Sunset Foods regarding a food drive in early 2014. There was discussion and Board support.

  • Latino Advisory Committee Report Olga Aguilar
  • The Committee met on November 21. There was discussion of holding open houses at Moraine's office to increase awareness of services.

  • Food Pantry Report Amy Zisook
  • See Supervisor's Report.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The Committee met November 20. The Committee continues to work with PACE. The Southeast Townships group also continues to meet.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • The CFC Board met on October 30. The feasibility study is continuing.

  • Human Relations Commission Report Dwayne Douglas
  • Trustee Douglas was unable to attend the Commission meeting as it conflicted with the Moraine Township Board Meeting.

  • Phyllis Santullano Holiday Gift Drive Report Gail Feiger Brown
  • Generous community members are sponsoring 400 children this year.

Old Business Amy Zisook
The Martin Luther King, Jr. day of service will be held January 20, 2014 at the Highland Park Recreation Center. Moraine's involvement was discussed; food needs will likely be addressed.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 7:57 PM. Upon voice vote, the motion carried.
