Moraine Township

The meeting was called to order at 5:30 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Assessor Patty Powers, Assessor-Elect Cynthia Plouche, Pam Feinberg (Tri-Con Child Care Center), Janet Freed and Vic Bassi.

Agency Presentation
Pam Feinberg, Tri-Con Child Care Center
Tri-Con Child Care Center offers subsidized daycare, pre-school, summer camp, and kindergarten enrichment programs for primarily low-income families who live and/or work in Highland Park or Highwood. It has been housed at Trinity Episcopal Church, Highland Park, for 42 years. Moraine Township residents are 87-90% of clientele. Families pay for tuition based on family size and income. Pam discussed the various programs and funding issues.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Aguilar, approval of the August 15, 2013 minutes. Upon voice vote, the motion carried.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills: $6,356.28 General Assistance, $40,556.59 Town Fund from August 16-31, 2013; $6,314.73 General Assistance, $ 29,912.14 Town Fund, from September 1-15, 2013. Upon roll call vote, the motion carried unanimously.

Action Items

  • Resolution to appoint Township Attorney. Trustee Zisook moved, Trustee Aguilar seconded to designate Charles W. Smith of Smith, LaLuzerne & Hartman, Ltd. as Township Attorney. Upon voice vote, the motion carried. Trustee Douglas abstained.

  • Adoption of 2014 Regular Board Meeting Schedule. Trustee Wolfson moved, seconded by Trustee Douglas. Upon voice vote, the motion carried unanimously.

  • Resolution to approve line item transfers in the FY 2013-2014 Budget needed to align the budget with correct expense accounts. Alisting of the transfers is attached to the resolution. Trustee Wolfson moved adoption of the resolution, seconded by Trustee Zisook. Upon roll call vote, the motion carried unanimously.


  • Assessor's Report, Patty Powers
  • The Assessor's office is preparing evidence for the 956 appeals (890 residential, 66 commercial) that were submitted. This is the lowest annual number of appeals to date. Hearings will begin in October and run through December.

  • Supervisor's Report, Anne Flanigan Bassi

    • The Mooney Cemetery rain gardens two day planting event was successful. Over 70 volunteers and master gardeners from Rotary, Boy Scouts, University of Illinois, Park District of Highland Park, Youthbuild, and Chicago Botanic Garden helped plant 750 plants.
      The contractor will now complete the punch list of items required to approve final contractor payment. Issues include replanting sod, adjusting pavers in the spring, and replacing large gravel stones in the pull-offs. The contractor will return in the spring to add additional gravel between pavers and ensure pavers are level.

    • Training is underway for In-Person Counselors/Navigators for Health Insurance enrollment, which includes staff, several elected officials and 10-15 community volunteers. Enrollment begins October 1, and will take place at the Township office, the Highland Park Public Library, schools and other venues around the community. Georgann Humphrey was thanked for her graphic design contributions.

    • September is Hunger Action Month, and an outreach effort is underway to obtain donations to the food pantry.

  • Latino Advisory Committee Report, Olga Gomez Aguilar
  • The committee has four new members, and will be meeting in October.

  • Food Pantry Report
  • None

  • Lake County Coordinated Transportation Services Committee (LCCTSC), Amy Zisook
  • The five Southeast townships will meet again in October. LCDOT has submitted a survey to the Townships.

  • Pantry Plants Garden Report, Anne Flanigan Bassi
  • Produce from the garden delivered to the food pantry has been bountiful, and given to pantry recipients

  • Citizen Grant Advisory Committee Report
  • None

  • Community Family Center Report, Gail Feiger Brown
  • The Community Family Center is participating in a feasibility study for the Karger Center site.

  • Human Relations Commission Report, Amy Zisook
  • Amy attended a recent Commission meeting on behalf of Dwayne Douglas. Moraine Township participation in the Martin Luther King, Jr. Day of Service was discussed.

Old Business

New Business
The purchase of office equipment was discussed.

Supervisor Bassi distributed handouts outlining the recent history of Township grants, and the agencies that received grants. Guidance to the Citizen Grant Advisory Committee will be discussed at a future meeting, as well as further review of the mission statement, and the needs of Moraine Township residents. In light of the improving economy, and conversely, reduced United Way funding of our local agencies, part of future Board discussion will include considering the amount of grant funding to include in our FY 2014-2015 budget.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 6:52 PM. Motion carried.
