Moraine Township

The meeting was called to order at 7:00 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Charles W. Smith (attorney with Smith, LaLuzerne & Hartman, Ltd.), Jan Cline Leahy and Fred Seff (Career Resource Center), Rob Anthony (Community Partners in Affordable Housing), Pablo Alvarez, Sam Piro, Sandy Washburn, Larry Weiss, Luis Montalvo and Janet Freed.

Latino Advisory Committee Report Pablo Alvarez, Chair.
Trustees Aguilar and Douglas will serve as liaisons to the committee. New committee members include: Chair Pablo Alvarez (Guidance Counselor at HPHS), Cindy Camacho (Family Services Latino Initiative), Tatiana Alonso (HP resident on HP Human Services Task Force), Nora Barquin (Family Network), Diana Gomez (HPHS alum and Catholic Charities), Erica Moran (Braeside) and Paulette Margulies (former HPHS teacher). The committee will review its mission statement and identify gaps in human services for the Township's Latino residents.

Agency and Other Presentations

Charles W. Smith, attorney with Smith, LaLuzerne and Hartman, Ltd.
Mr. Smith introduced himself and handed out township government guides to Board members. He and Jim Hartman will be the primary attorneys servicing the Township.

Jan Cline Leahy (Executive Director) and Fred Seff (Board member and HP resident), Career Resource Center
Career Resource Center offers job training, job search strategies, networking programs, on-line training, private sessions with advisors, bi-weekly workshops, free Wi-Fi and support. The 23 year old Center is located in southwest Lake Forest near HP's Heller Nature Center. The Township has funded the Center for 8 years. The Center has lost its United Way funding. The fee is $145 for a year of unlimited services. Demographics and challenges were also discussed. In 2012, 94 Township residents were served.

Rob Anthony (Executive Director), Community Partners for Affordable Housing (CPAH)
CPAH is a community land trust started by the city of Highland Park 10 years ago, that now includes 45 units in HP and has expanded to Lake Forest and Evanston. CPAH acquires existing properties in bad condition, does a structural, mechanical and cosmetic rehabilitation, makes the homes more energy efficient, then sells the homes to income certified families who live and/or work in the community, while CPAH continues to own the land. When a homeowner sells their interest, appreciation is capped. CPAH is also partnering with Lake County for affordable rentals. Supervisor Bassi has served on the CPAH Advisory Board for several years.

Pantry Plants Garden Report

This summer was an excellent summer at the garden. Plots were maintained by 20 families referred by the Northshore Health Center and a large enough plot for the Moraine Township Food Pantry. Sam thanked the Park District of Highland Park, Anixter Center, Tom Kimmel, Antons Branch and HPHS students for making the season so successful. Sandy said more produce was harvested this year than in past years. She was able to obtain a tool shed for the premises, and a 2 chamber compost bin was erected. Drainage continues to be an issue due to clay underneath the soil. Supervisor Bassi added that the Township's Food Pantry recipients were grateful for the fresh produce.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Wolfson, approval of the September 12, 2013 Minutes. Upon voice vote, the motion carried unanimously.

Approval of Bills
There were no Bills to approve.

Action Items
Appointments to Latino Advisory Committee
Supervisor Bassi appointed the following committee members with the Board's concurrence: Pablo Alvarez, Cindy Camacho, Tatiana Alonso, Nora Barquin, Diana Gomez, Erica Moran, and Paulette Margulies. Trustee Aguilar moved, seconded by Trustee Douglas the appointments. Upon voice vote, the motion carried unanimously.

  • Supervisor's Report Anne Flanigan Bassi

    • The Welfare Council of Highland Park-Highwood met at the Township office on Tuesday, September 24, 2013. Attendees met the Township staff and learned about Township programs. In recognition of Hunger Action Month, they heard presentations from the Northern Illinois Food Bank and Nurture and discussed hunger insecurity in our community.

    • Thanks to Larry Weiss for videotaping tonight's meeting.

    • A list of Moraine Township services to residents in the month of August was given to the Board.

    • 21 people will serve as In-Person Counselors to assist with enrollment in the health insurance marketplace, including 3 Staff, 2 electeds and 16 community volunteers who have all completed 40-50 hours of training and passed a criminal background check in order to be certified. Clients will be served in the Township office during business hours, and at the HP library, HPHS and other community venues during evening and weekend hours.

    • Luis Montalvo was introduced to the Board. He is an HP resident and volunteer who will be setting up Twitter and Facebook accounts for Moraine Township, and assisting with social media outreach efforts.

  • Government commodities have been reduced because of diminishing supplies.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Trustee Zisook was nominated to serve on the LCCTSC Board; this will be voted on at its November meeting.
    A Staff member is being trained to be a van driver for the Township one day a week to replace a driver.

Executive Session
Trustee Douglas moved, seconded by Trustee Zisook, to go into executive session pursuant to 5 ILCS 120/2(c)(5) to discuss the purchase or lease of real property. Upon roll call, the motion carried. At 8:04 PM the meeting was adjourned and the Board went into executive session. At 8:28 PM the Board meeting was reconvened.

With no further business to conduct, Trustee Aguilar moved, seconded by Trustee Douglas, the meeting be adjourned at 8:29 PM. Motion carried.
