MINUTES OF REGULAR MEETING

April 24, 2014, 7:00 PM

The meeting was called to order at 7:00 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar, Debbie Brown, Dwayne Douglas, Cindy Wolfson, and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Assessor Cynthia Plouché, Dr. Nora Barquin, Joel Carp, Carolyn Cerf, Judith Datz, Janet Freed, Bill Laegeler, Elizabeth Lavin, Frank Lomoro, Shannon Mosier, Al Novickas, Donna Novickas and John Ropiequet.

Resolution Honoring Sunset Foods as a Community Partner
Trustee Wolfson read a Resolution Honoring Sunset Foods as a Community Partner. Frank Lomoro accepted the Resolution on behalf of Sunset Foods.

Recognition of National Volunteer Week Honorees
Supervisor Bassi distributed certificates from the Volunteer Pool of Highland Park in Recognition of National Volunteer Week and expressed appreciation from the Board. Honorees recognized were Health Insurance Volunteer Navigators: Leslie Abelson, Lina Alonzo, Barbara Altman, Victor Bassi, Joseph Chevalier, Marguerite Hampton, Brad Helfand, Renee Keats, Erika Labetz, Donna Novickas, Terri Olian, Diana Passerba, Carol Pomerantz, Ginger Seff and Becky Xavier; Food Pantry Volunteers: Sharon Eisendrath, Kathy Newcomb, Jeff Piemonte, Barry Scholnick and Ann Siegel; Food Pantry Produce: Laura Biagi, Debbie Brown, Debi Gordon, Peggy Laemle, Barbara Lippai and Kathy Newcomb; Phyllis Santullano Holiday Gift Drive: Sue Kach; Food Pantry Garden Project: Sam Piro, Head Volunteer, Linda Miehl and Sandy Washburn; Graphic Designers: Irene Hoffman and Georgann Humphrey; Website Assistance: Bryna Gamson; Latino Advisory Committee: Pablo Alvarez, Chair, Tatiano Alonso, Dr. Nora Barquin, Cindy Camacho, Diana Gomez and Erica Moran; Citizen Grant Advisory Committee: Judith Datz, Chair, Laura Biagi, Joel Carp, William Laegeler, Beth Olderman and John Ropiequet; Ethics Advisory Committee: Michael Kaufman, Chair, Carolyn Cerf and Martha Gray.

Supervisor Bassi read a Resolution Proclaiming April as Fair Housing Month in Moraine Township.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Wolfson, approval of the Regular Meeting Minutes of March 27, 2014. Upon voice vote, the motion carried.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills March 16-31: $39,234.61 Town Fund, $13,315.07 General Assistance; April 1-15: $30,442.06 Town Fund, $6,327.51 General Assistance. Voting Aye: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Citizen Grant Advisory Committee Report
Judith Datz, Chair of the Citizen Grant Advisory Committee, presented to the Board the report of the Citizen Grant Advisory Committee. Trustees were given copies of the written report, along with a spreadsheet. Chair Datz announced that this was her last year after 6-7 years on the committee. The Board thanked Chair Datz for her years of service and welcomed Joel Carp as the Committee's 2015-2016 Chair. The Board thanked the Committee for its service.

Action Items

Approval of Grants to Agencies
Trustee Zisook moved, seconded by Trustee Aguilar, that the Board accept the recommendations of the Citizen Grant Advisory Committee and approve the grants as recommended by the Committee, as set forth in the Citizen Grant Advisory Committee Summary Recommendations for FY 2014-2015. Voting Aye: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Approval of Budget for FY 2014-2015
Trustee Wolfson moved, seconded by Trustee Zisook, adoption of the Budget for FY 2014-2015 in the amount of $1,408,396.00. Voting Aye: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Reports

  • Assessor's Report Cynthia Plouché
    • The Chief County Assessment Office has mailed out the 2014 Senior Freeze Homestead Exemption applications to all taxpayers receiving the Senior Homestead Exemption. The applications are due back by July 1st.
    • The Assessor encourages residents to check on the exemptions they are receiving. This can be done online on the county's website at http://assessor.lakecountyil.gov or by calling the Assessor's office at 847-432-2100.
    • Tax bills for 2013 taxes/payable in 2014 will be mailed out by the County Treasurer's Office on or about May 1st.


  • Supervisor's Report Anne Flanigan Bassi
    • Thanks to Trustee Wolfson for coordinating Sunset Foods Food Drive. She coordinated volunteers to work two days at Sunset Foods, from 8:00 AM to 8:00 PM. Shoppers were given flyers which they then presented to cashiers upon checkout, choosing to donate a dollar amount to the Food Pantry; some shoppers gave cash to volunteers. 500 shoppers donated close to $8,000.00. These funds will enable the Moraine Township Food Pantry to offer dairy and produce for the remainder of the year. Thanks also to Irene Hoffman for designing the flyer and to Sunset employees who gave extra effort to make the drive a success.
    • Thanks to Victor Bassi for keeping office open on weekends to accept food deliveries from the Clergy food drive organized by Highland Park Mayor Nancy Rotering.
    • A report of Moraine Township monthly services was distributed to the Board.
    • Health Insurance enrollment assistance was a success. 20 volunteer navigators, staff and elected officials helped 500-600 people over the six month period.
    • The Food Pantry Garden Project will launch in May. May 3 is prep day, and May 17 is planting day. Thanks to Craftwood Lumber for selling materials at cost and the loan of a pole digger. Thanks to the Park District of Highland Park for tilling the land and helping with gravel for trenches. Thanks to Anton's Fruit Ranch for selling plants at a reduced rate.
    • Trustee Douglas is stepping down as Human Relations Commission liaison and will be replaced by Clerk Brown. Thanks to Trustee Douglas for his service as liaison.
    • Northern Illinois Food Bank is holding a Mobile Pantry Day in Highwood on May 20. Moraine Township is co-sponsoring with Nuestro Center and staff will be attending the event.


  • Latino Advisory Committee Report Olga Gomez Aguilar
  • No report.

  • Food Pantry Report Anne Flanigan Bassi
  • See above. With the delivery of produce and dairy on Mondays, Tuesday mornings have become the busiest times at the Food Pantry.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • LCCTSC met last week to discuss RTA 5210 funding for transportation for seniors and disabilities. The southeast quadrant representatives will be meeting next week.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended a Board meeting April 8. The feasibility study continues.

  • Human Relations Commission Report
  • No report.

Congratulations to Supervisor Bassi who was awarded the City of Highland Park Human Relations Commission 2014 Humanitarian award.
