Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas and Amy Zisook. Absent: Trustee Cindy Wolfson. Also Present: Clerk Gail Feiger Brown and Jeff Piemonte (videographer).

Public Comment
There were no comment from the public.

Approval of Minutes
Trustee Aguila moved, seconded by Trustee Zisook, approval of the Regular Meeting Minutes of July 24, 2014. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills July 15-31, 2014: $52,039.43 Town Fund, $9,515.80 General Assistance; August 1-15, 2014: $35,091.34 Town Fund, $3,879.43 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Zisook; Voting Nay: None


  • Assessor's Report Anne Flanigan Bassi for Cynthia Plouché
  • Assessment notices were mailed and published on July 31st. In general, most property owners in the Township experienced a slight decrease in their assessments.
    The 30-day window for property owners to submit appeals to the Board of Review closes on September 2. Property owners are encouraged to call the Assessor's office with any assessment questions or concerns.

  • Supervisor's Report Anne Flanigan Bassi
    • Throughout the month of August, the Township Food Pantry has participated in a display about Hunger at the First Bank of Highland Park along with three other food pantries. Thanks to the Bank for its $1,000 donation to the Township's Food Pantry.
    • A report of Township services for the month of July, 2014 was distributed to Trustees. Increases in service included LIHEAP enrollment, van usage, the Food Pantry, and help with accessing the Benefit Access Program and Ventra.
    • Congratulations to Staff Paula Peddle, who received a letter of appreciation from a Township client.
    • Superintendent Michael Bregy, the new Superintendent of North Shore School District 112, brought his leadership team to the Township office and met with Supervisor Bassi and Trustee Zisook. Discussion concerned the Township partnering with District 112 on food insecurity and other Township services.
    • Supervisor Bassi and Clerk Brown toured St. James Church Food Pantry and met with the volunteer coordinator to discuss possible collaborations.
    • The pantry plants garden is doing well. Information on the Township web page is being updated. Photos were distributed to Trustees.
    • On August 12, Supervisor Bassi and staff staffed a Township resource table at Family Services' Gran Fiesta.
    • On August 7, Supervisor Bassi, Trustee Wolfson, Clerk Brown and staff staffed a resource table at North Shore School District 112 registration at Oak Terrace School; more than 600 families attended.
    • Heinen's is now donating food to the Township; other stores are being approached as well.
    • Supervisor Bassi is one of four panelists at the Lake County Leadership Alliance on September 19 hosted by Mayor Rotering. The conference will discuss transportation issues.
    • Riders of the Township's Door-to-Door van service continue to submit survey responses, which have been uniformly positive.
    • The Township is in the process of surveying our Food Pantry clients
    • On August 25, Jaqui Hebein and Scott Hewitt of the Northern Illinois Food Bank will meet at the Township office with Supervisor Bassi, Trustee Zisook, Clerk Brown and staff to discuss opportunities to provide additional resources to our clients.

  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The Committee will meet August 28 to plan the Open House scheduled for September 15.

  • Produce is being harvested and distributed to the Township's Food Pantry clients.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)

  • Community Family Center (CFC) Report
  • None.

  • Human Relations Commission Report Gail Feiger Brown
  • Clerk Brown attended the July 31 Commission meeting. Applications for Purchase of Service grants are due August 18. Grants will be determined at the September 18 commission meeting.

New Business

  • Supervisor Bassi distributed to Trustees drafts of internal control and fund balance policies that she has reviewed with attorney and accountant, to be voted on at the September 4 Board Meeting.
  • Supervisor Bassi distributed a draft of a Resolution to Timely Pay Bills, to be voted on at the September 4 Board Meeting.
  • Supervisor Bassi stated that the Township does not have a server for the office computers and is seeking a quote for secure cloud back-up. The back-up would entail a capital expenditure and monthly maintenance expenditure.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 7:27 p.m. The motion passed unanimously by voice vote.
