The meeting was called to order at 7:08 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Fred Seff and Jan Leahy (Career Resource Center), Nancy Bulzoni (Cancer Wellness Center), Ben Wolf (videographer), and Janet Freed.

Agency Presentation
Cancer Wellness Center, Nancy Bulzoni
The Township was thanked for its grant. Moraine Township residents comprised 10-12% of the 1100-1200 people seen over the past year. The Center offers free programs for anyone impacted by cancer, including those with a diagnosis, family members, and those who have lost loved ones to cancer.

Career Resource Center, Fred Seff and Jan Leahy
The Township was thanked for its grant and for its partnership of nine years. 108 of 913 clients served last year reside in Moraine Township. The Center provides professional assistance for a nominal fee to adults seeking employment, working with both unemployed and underemployed.

Approval of Minutes
Trustee Douglas moved, seconded by Trustee Aguilar, approval of the Regular Meeting Minutes of November 20, 2014. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, Approval of the Bills, November 16-30, 2014: $42,682.58 Town Fund, $16,790.50 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Action Items

  • Approval of Moraine Township Tax Levy Ordinance No. 12-11-14
  • Trustee Wolfson moved, seconded by Trustee Zisook, Approval of Moraine Township Tax Levy Ordinance No. 12-11-14, to collect 2014 taxes in 2015, $550,000.00 for the Township Assessor Services; $590,000.00 for Township Services, Program and Administration; and $250,000.00 for the General Assistance Fund, totaling $1,390,000.00, reflecting a reduction of more than 5% from the prior year levy. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given reports for services for month of November, 2014 and 12-month report for December, 2013 through November, 2014. Of note was extra pantry usage due to additional Thanksgiving meals and reduced van ridership due to Veteran's Day and Thanksgiving holidays.
    • December 15 is last day to enroll in coverage for health insurance that will be effective January 1. Township navigators have assisted with Medicaid and Marketplace enrollment.
    • Highland Park Police contacted the Township November 28 to assist residents displaced by a fire. The residents were housed at a hotel for several nights, and were given bags of food.
    • Thanks to Highland Park Mayor Nancy Rotering for her leadership in working to establish a legal aid clinic for Township residents, in partnership with Prairie State Legal Services and HACES. Areas of assistance include domestic violence, housing, and paperwork for deferred action. The City of Highland Park and the Highland Park Community Foundation are providing financial support. Attorney Kathryn Vandenberk will be the volunteer Executive Director. The clinic will be housed at the Highland Park Community House or the Firehouse. Supervisor Bassi met with Mayor Rotering and others at the initial planning meeting.
    • Thanks to Sara and Richard Mesirow for a $2500 donation to the Food Pantry as a holiday gift for their children and grandchildren.
    • Thanks to Trustee Wolfson for staffing a table at Elm Place Day of Giving on December 6.
    • Thank to Trustee Aguilar and General Assistance Administrator Paula Peddle for staffing a Township resource table at Highwood Holiday Tree Lighting Event on December 5.

  • Trustee Aguilar will represent the Township at the Family Service Posada to be held December 14.

  • Food Insecurity Issues Report Amy Zisook
    • The Township is offering a pilot program of winter break food bags for eligible families whose children would normally eat breakfast and lunch at school. Volunteers packed 400 bags. Thanks to T.J.Maxx, whose gift helped fund this pilot program.
    • On January 19, 2015, the Township will participate in the Martin Luther King, Jr. Day of Service event at the Highland Park Recreation Center, hosting a food drive. Volunteers will offer curbside pickup of donations.
    • Thanks to North Suburban Synagogue Beth El for their Thanksgiving event food drive donations.

  • Supervisor Bassi and General Assistance Administrator Paula Peddle attended the December 10 Task Force meeting, with representatives from the City of Highland Park, Highland Park Police Department and SELCFIA. Discussion included assistance for senior living alone in their homes.

  • Thanks to co-chair Sue Kach, and to staff, elected officials and donors for a huge effort in providing holiday gifts for over 600 children. Families are picking up their gifts December 11, 12 and 13, along with gift cards to Jewel and Sunset, and new hats, gloves, scarves and socks.

The LLC that files an annual objection to our taxes filed again this year. The issue has been referred to Township Attorney Charles Smith.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 7:58 p.m. The motion passed unanimously by voice vote.
