Moraine Township

The meeting was called to order at 7:05 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Absent: Trustee Dwayne Douglas. Also Present: Clerk Gail Feiger Brown and Assessor Cynthia Plouche. There was a power outage prior to the meeting, and the power was not restored until 6:55 PM, so there was no videographer and the agency presentation was postponed.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Aguilar approval of the Regular Meeting Minutes of January 9, 2014. Upon voice vote, the motion carried unanimously.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Aguilar, approval of the bills January 1-15, 2014: $35,694.93 Town Fund, $6,680.32 General Assistance. Upon roll call, the motion carried unanimously.

Action Items
Acceptance of Healthcare Foundation of Highland Park grant of $65,000.00 for Door-to-Door Van Service
Trustee Wolfson moved, seconded by Trustee Aguilar acceptance of the grant. Upon roll call, the motion carried unanimously. The Board expressed its deep appreciation for the Healthcare Foundation's generous and continuing support of this critical service.

Acceptance of Lake County Health Department Grant of $9,600.00 for Affordable Care Act Health Insurance Enrollment and Assistance
Trustee Aguilar moved, seconded by Trustee Zisook authorization of the Supervisor to enter into a contract accepting the grant. Upon roll call, the motion carried unanimously. Other than additional reporting required of the Supervisor, the grant does not require any additional effort other than what our navigators are currently doing to help people enroll for health insurance.


  • Assessor's Report Cynthia Plouché
  • The office is working on the Budget.

  • Supervisor's Report Anne Flanigan Bassi
    • Bryna Gamson and Matt Ferrarri, previously appointed to the Citizen Grant Advisory Committee, withdrew from the committee. Bill Laegler and Tatiana Alonso, both of Highland Park, have been appointed to fill the vacancies.
    • There are now twenty navigators assisting with enrollment in health insurance through the Affordable Care Act including three Moraine office staff and three elected officials. Trustee Wolfson has now been certified as a navigator.
    • Dottie and Joe Palombo brought in more produce, and mailed a check for February produce since they will be out of town. We’ve received a lot of donations for the food pantry.
    • Three residents came in within one week who have been living without gas. Moraine is working with the North Shore Gas company, plumbers, and heating contractors to restore heat for them and address other critical needs.
    • The Supervisor and Trustee Zisook met with representatives from the Park District of Highland Park to discuss service synergies. They will be meeting next week with representatives from the City of Highland Park to discuss possible transportation synergies.
    • Ela Township is hosting the Township Officials of Lake County Installation Dinner on February 21.
    • Van ridership increased this month.

  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The committee has continued outreach efforts in the community. The next committee meeting is scheduled for February 27 at 5:30 PM at the Moraine office.

  • Food Pantry Report Gail Feiger Brown
  • Moraine collected 75 bags of groceries at the Martin Luther King, Jr. Day of Service event at the Highland Park Recreation Center on January 20. Many thanks to van driver Ken Shaw, the HPHS baseball team and HPHS students, Laura and Lily Biagi, Coldwell Banker, and Congregation BJBE.

    Trustee Zisook reported that beginning in February, Congregation Solel will be funding produce and dairy in the food pantry $600.00 per month for three months, with a potential three month renewal. Thanks to Sara Sher and the Lake Forest Presbyterian Church for large donations of food this month.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The Southeast Townships group has a meeting scheduled for January 28.

With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Zisook , the meeting be adjourned at 7:55 PM. Upon voice vote, the motion carried unanimously.
