Moraine Township

The meeting was called to order at 5:40 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Dwayne Douglas and Amy Zisook. Absent: Trustees Olga Gomez Aguilar and Cindy Wolfson. Also Present: Clerk Gail Feiger Brown, Assessor Cynthia Plouché, Jennifer Slater (Lambs Farm), Diana Schnell (Equestrian Connection) and Janet Freed.

Agency Presentations

Jennifer Slater, Lambs Farm
Lambs Farm serves adults with developmental disabilities offering housing, employment and other programs in a campus setting. Moraine residents are housed on site or commute via train and shuttle van. Most Moraine residents are employed either in the sheltered workshop, the farmyard or the country store. All are active in recreation and other enrichment classes. There are 173 beds at Lambs Farm and 60 commuters. There is a seven year wait list for Lambs Farm.

Diana Schnell, Equestrian Connection
Equestrian Connection's mission is to improve the quality of life of those with disabilities, emotional illness and paralysis, by providing services that fill voids and address unmet needs with the use of highly trained horses, skilled and experienced therapists and an understanding pool of volunteers. Moraine residents participated in ConnectTEEN teen programs, equine assisted therapeutic programs for those with emotional, social and behavioral needs. Moraine also funded programs assisting our residents with Multiple Sclerosis and ADHD.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas Approval of the Regular Meeting Minutes of December 19, 2013. Upon voice vote, the motion carried unanimously.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, approval of the bills December 16-31, 2013: $41,332.00 Town Fund, $14,354.38 General Assistance. Upon roll call, the motion carried unanimously.


  • Assessor's Report Cynthia Plouché
  • The transition is going well following the retirement of Patty Powers as Assessor. The Township has completed all of its Board of Review hearings and is waiting for the county to complete its work. During this time, the staff's focus turns to general data clean-up and determining what is going to be added in the current tax year as records are recalculated, and organizing field work for the year. Two reminders: the Senior Citizen Tax Deferral Act allows qualified people over 65 to defer payment of up to $5,000.00 of their Real Estate Taxes each year. Eligible seniors should contact Lake County; the application deadline is February 28, 2014. Also, the Senior Homestead Exemption will be increasing to $5,000.00 starting in tax year 2013. The exemption may be claimed in addition to the Homestead Limited Exemption.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a report of services for the month of December.
    • There are now 17 navigators to assist with Affordable Care Act Health Insurance enrollment.
    • The van service continued to run during the Polar Vortex, assisting residents in getting to appointments for surgery and dialysis. Many seniors cancelled non-critical appointments.
    • A new cab company wants to do business with Moraine to accept Township Taxi Coupons. All participating companies will be required to submit a signed and notarized copy of the attached form annually.
    • The Lake County Health Dept is adding Moraine as a sub-grantee as of January. Moraine already fulfills the requirements of the grant. The Supervisor is working with the Health Department and our attorney Charles Smith on a contract.
    • The staff holiday party was held last week.

  • Food Pantry Report Anne Flanigan Bassi
  • Community members have made substantial donations to the Pantry. The Lake Forest Presbyterian Church is adopting the Food Pantry for the month of January. Dottie and Joe Palombo brought produce in December.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The Southeast Townships group is meeting January 28, 2014.

  • Human Relations Commission Report
  • No report.

Old Business
Trustee Zisook reported that Moraine is participating in Martin Luther King Jr. Day of Service at the Highland Park Recreation Center on January 20, 2014 from 10 am-2 pm, by collecting and sorting food for the Food Pantry. Curbside donations will be accepted from 10 am to noon. Although the Moraine office will be closed for the holiday, a van will operate for dialysis patients and will also help transport donations to the office in between dialysis appointments. Community outreach and volunteer solicitation are underway.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 6:48 PM. Upon voice vote, the motion carried unanimously.
