Moraine Township

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Assessor Cynthia Plouché, and Sue Shimon (New Foundation Center).

There were no comment from the public.

Agency Presentation
Sue Shimon, New Foundation Center
The New Foundation Center provides services for people with serious mental illness, including psychiatric rehabilitation, permanent supportive housing, supported employment, and health and wellness programs. Moraine Township's grant supports for the Supportive Housing Program, helping fund five residential units located in Moraine Township. The agency will be serving more residents under a grant it received throughout the Illinois Department of Human Services Division of Mental Services, assisting residents of Institutes of Mental Disease such as Abbott House.

Trustee Zisook moved, seconded by Trustee Aguilar, approval of the Regular Meeting Minutes of June 26, 2014. Voting Aye by Voice Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

There were no Bills to approve.

Action Item

  • Adoption of Employee Dental Insurance Plan 08/01/14 - 07/31/15
  • Trustee Douglas moved, seconded by Trustee Zisook, Adoption of renewal of existing Humana Employee Dental Insurance Plan 08/01/14 - 7/31/15. Voting Aye By Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.


  • Assessor's Report Cynthia Plouché
  • The books have closed. Publication and Appeal deadlines will be confirmed in the next two weeks. The Moraine Township website has been updated with new email addresses for all Assessor staff.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given June plus 12 month summary reports of Moraine Township services. LIHEAP applications, van trips and pantry usage have all steadily increased.
    • Thanks to Andrea Rohn for a $500 donation to the food pantry for breakfast at the elementary schools.

  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The next Committee meeting is scheduled for July 17.

  • Food Pantry Report Amy Zisook
  • Trustee Zisook and Clerk Brown continued to meet with individuals and school personnel about providing breakfast for students in the fall. This summer, the Township provided breakfast and snack food to District 112 and 113 summer school programs.

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • The garden is looking great. The trenches for runoff water are working. Thanks to Cindy Camacho for bringing a group of high school volunteers. Produce is provided to the Food Pantry.

  • None

  • Human Relations Commission Report

Old Business
Supervisor Bassi discussed the Community Family Center/Karger redevelopment project. At this time, it does not appear to be a good fit for the Township. As the project evolves, the Township can re-evaluate participation.

Thanks to Staff and Trustees for helping make the 4th of July parade a success.

New Business
Discussion was held regarding catastrophic health insurance maintained by Moraine Township and whether the Township should continue to maintain it with the expansion of Medicaid. There was a consensus to keep the policy for another year.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Wolfson, the meeting be adjourned at 6:20 p.m. Motion carried.
