Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas and Amy Zisook. Absent: Trustee Cindy Wolfson. Also Present: Clerk Gail Feiger Brown, Assessor Cynthia Plouché , Jane Talesnick (Highland Park/Highwood Home Child Care Association), and Alexandra Beiriger (Zacharias Sexual Abuse Center).

Agency Presentation
Jane Talesnick, Highland Park/Highwood Home Child Care Association (HP/HHCCA)
HP/HHCCA's mission is to ensure that infants and toddlers of working families have access to care and education in our community by helping subsidize home child care. Child care costs are paid by parents, the Department of Human Services and other agency and private grantors. HP/HHCCA also assists home child care providers with equipment, enrichment and curriculum. The Township's $3,000 grant has helped provide financial assistance to several Township residents.

Alexandra Beiriger, Zacharias Sexual Abuse Center (ZCenter)
ZCenter's mission is to provide a place where survivors of sexual assault can heal, and to mobilize the community toward action to end sexual violence. ZCenter thanked the Township for its grant, which helped them serve 2230 Township residents, through prevention education (at HPHS, Elm Place and Edgewood Schools, and at a conference for educators), medical and hotline advocacy, and individual and group counseling. Free new individual and group counseling programs include a healthy relationship group for teen girls, a body image group, and a Spanish speaking art therapy group.

Sam Piro, Pantry Plants Garden
Supervisor Bassi and Trustees were thanked for facilitating the project. Thanks also to: Chicago Botanic Garden Master Gardeners Sandy Washburn and Linda Mihel, Lake County Health Department NorthShore Health Center personnel Gabriela Ocampo and Jennifer Vasquez, Craftwood Lumber, Friends for Health, Park District of Highland Park, Anton's Branch, the ACT Lester and Rosalie Anixter Center, Jeff Piemonte, and the Township Food Pantry produce buyers. The Garden has been able to provide the Pantry with fresh vegetables. 125 family members, volunteers and ACT clients work every week on the Township and 23 family plots. A new trench system has helped with drainage, a new sign was installed and compost waste has been picked up weekly from the pantry.

Approval of Minutes
Trustee Douglas moved, seconded by Trustee Zisook, approval of the Regular Meeting Minutes of July 10, 2014 and Executive Session Minutes of June 12, 2014. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Aguilar, approval of the bills July 1-15, 2014: $34,760.69 Town Fund, $3,632.69 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Zisook; Voting Nay: None; Absent: Trustee Wolfson.


  • Assessor's ReportAnne Flanigan Bassi for Cynthia Plouché
  • Township assessment notices will be mailed out on 7/30/14. The Assessment Roll is expected to be published in the Highland Park News on July 31, 2014. The Assessment Appeal deadline is 30 days from the date of publication; therefore, the last day to file complaints will be September 2, 2014. The 2014 appeal forms for residential and commercial complaints (due by 9/2/14) are available at the Township Office or via the Lake County website.

  • Supervisor's Report
    • This fall, the Township will again partner as a sub-grantee of the Lake County Health Department's Enroll Lake County, to enroll residents for health insurance under the Affordable Care Act. The Township grant will be $500/month for five months. Trustees were given a report of the Township's performance for the last health insurance enrollment period.
    • For the month of August, the Township will participate in a display at the Ruth Fell Wander Community Wall at the First Bank of Highland Park addressing food insecurity in our community along with St. James Church, The Ark, and Northfield Township Food Pantry.
    • Trustees were given Door-to-Door Van usage reports for January-June 2014. Current riders have been surveyed about their van experience. The Township has so far received positive reviews for all but availability on evenings and weekends.
    • Thanks to tonight's videographer Sam Piro; thanks also to Sam for managing the Pantry Plants Garden.

  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The Committee will meet August 28 to plan an open house on September 15 at the Township office to familiarize social service agencies and residents about Township services. Face painting, games, and refreshments will be provided.

  • Food Pantry Report Amy Zisook
  • Trustee Zisook, Clerk Brown and Supervisor Bassi have continued meeting with Principals of North Shore School District 112 Schools. Superintendent Bregy is bringing his leadership team to the Township office on July 30.

Old Business
Employees were given letters explaining their optional dental insurance benefits. Humana has agreed to freeze premiums for the coming plan year.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 7:40 p.m. The motion passed unanimously by voice vote.
