Moraine Township

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Assessor Cynthia Plouché, and Moraine Township Attorney Charles Smith (Smith, LaLuzerne & Hartman).

Public Comment
There were no comment from the public.

Executive Session
Trustee Wolfson moved, seconded by Trustee Douglas, to enter into Executive Session to discuss a potential purchase or lease of real estate pursuant to 5 ILCS 120/2(c)(5). Voting Aye: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.

Executive Session was entered into at 5:35 p.m.

Trustee Douglas moved, seconded by Trustee Zisook, to come out of Executive Session. Motion carried.

Executive Session was adjourned at 6:21 p.m.

New Business
Discussion of Moraine Township Facilities
Moraine Township has been participating in non-binding discussions about being part of a facility that would house non-profit agencies and governmental bodies that also serve our residents

This facility would be located on the site of the Karger Center and parking lot. Land for the facility would be donated by the City of Highland Park and the Park District of Highland Park, so there would be no land cost associated with the development.

As the tenants of the facility are all governmental bodies or tax-exempt non-profit agencies, no pass-through of a real estate tax expense would be incurred.

Shared common facilities would reduce the Township's space needs.

Synergies with other agencies and governmental bodies would greatly benefit our residents.

Supervisor Bassi and Trustees Aguilar, Douglas, Wolfson and Zisook agreed that Moraine Township should continue to be part of the discussion.

Trustee Zisook stated that she is a member of the Community Family Center Board, one of the potential users of this facility.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, approval of the Regular Meeting Minutes of May 22, 2014. Voting Aye: Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None; Abstain: Supervisor Bassi.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Aguilar, approval of the bills May 16-31, 2014: $41,707.34 Town Fund, $7,779.90 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Action Item

  • Adoption of Prevailing Wage Ordinance Trustee Wolfson moved, seconded by Trustee Douglas Adoption of the Prevailing Wage Ordinance 2014. Voting Aye: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a report for Moraine Township services for May, 2014, and a 12-month report for June, 2013 - May, 2014.
    • Usage of the Door-to-Door van has increased substantially. To manage the increased need in the short-term, we will restrict appointments 48 hours in advance to medical and establish a wait list to schedule non-medical appointments as space permits.
    • Supervisor Bassi has signed a Partner Organization Commitment Statement with the Barbara and Stephen Miller Foundation, to partner with them to provide additional resources for our residents.
    • A bi-lingual Moraine Township newsletter of Township services was mailed to our residents in Highwood, Deerfield and Lake Forest. Highland Park residents received their newsletter as an insert in the City of Highland Park Highlander.
    • Moraine Township has been invited to apply for a 2015 grant from the HealthCare Foundation of Highland Park. In 2014, the Township was awarded $65,000.00 for the Door-To-Door van program.
    • Many thanks to our Food Pantry Donors: to Shari Marcus and Cindy Guerrero who raised $1,085 through a bake sale they held on June 7; to the Highland Park Women's Club for a $500.00 donation; to the Italian Women's Prosperity Club for a $200.00 donation; and to the First Presbyterian Church of Lake Forest for holding a food drive in June and donating 40 bags of groceries.
    • Supervisor Bassi and Trustee Wolfson have begun discussions with agencies and entities that serve seniors in our community, to identify possible gaps, duplications and opportunities for collaboration.
    • Supervisor Bassi distributed to Trustees the unaudited and preliminary financial statements for the Fiscal Year ended 3/31/14.

  • The Committee will hold its next meeting on June 19, 2014.

  • Food Pantry Report Amy Zisook
  • Breakfast foods have continued to be donated by community members and distributed to schools for summer school

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • The garden was planted May 24, 2014. The Garden has a new sign. Many thanks to Sam Piro, who created the frame, and to Peter Eisendrath of Signs Now, who sold us the new sign at a discount.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Shields Township will partner with PACE to offer a Dial-A-Ride program to their residents.
