MINUTES OF REGULAR MEETING

June 26, 2014, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Jeff Piemonte (videographer).

Public Comment
There were no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Aguilar, approval of the Regular Meeting Minutes of June 12, 2014. Voting Aye by Voice Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Approval of Bills
Trustee Wolfson moved, seconded by Trustee Douglas, approval of the bills June 1-15, 2014: $33,037.34 Town Fund, $6,551.27 General Assistance; June 16-30, 2014: $54,769.25, $8,366.63 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Action Item

  • Employee Health Insurance 8/1/14 - 7/31/15
    Supervisor Bassi and Assessor Plouché met twice with our insurance broker to review options for our employee Medical Insurance Plan for the period August 1, 2014 to July 31, 2015. Under the Affordable Care Act, pre-existing conditions and claims experience are no longer factored into premium costs so renewal costs for plans similar to last year's plan are 12% and 18% lower.

    Supervisor Bassi recommended to the Board that employees have three Blue Cross/Blue Shield plans to choose from: a PPO, a PPO HSA, and an HMO.

    Trustee Zisook moved, seconded by Trustee Douglas that Moraine Township adopt employee health insurance coverage for the period August 1, 2014 to July 31, 2015 and offer employees a choice of the following Blue Cross/Blue Shield (BC/BS) Plans:

    • G511PPO BC/BS PPO Gold 010; G512PPO BC/BS PPO Gold HAS 011; P501PSN BC/BS Blue Precision Platinum HMO P501SN.
    • Moraine Township will pay 100% of employee premiums and 50% of spouse dependent premiums.
    • ONLY for employees who select the high deductible G512PPO BC/BS PPO Gold HAS 011 plan, Moraine Township will contribute $2,000.00 for each employee only plan or $4,000.00 for each family plan to a Health Savings Account for the benefit of the employee.

    Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Zisook and Wolfson; Voting Nay: None.

  • Moraine Township continuing participation in Community Family Center facility discussions

  • Trustee Douglas moved, seconded by Trustee Aguilar to direct Supervisor Bassi to continue to participate in non-binding discussions with the City of Highland Park, Park District of Highland Park, Community Family Center and Northern Suburban Special Recreational Association about possibly participating in the proposed Karger Redevelopment project. Voting Aye by Voice Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

    Trustee Zisook asked that the Minutes disclose that she is a member of the Community Family Center Board.

  • Supervisor's Report
    • Thanks to videographer Jeff Piemonte.
    • Supervisor Bassi met with the Lake County Health Dept June 25. If the Health Department is awarded a grant to assist residents to enroll for Medicaid and Health insurance for 2015, they would like to invite the Township to participate again as a sub-grantee.
    • Trustee Wolfson, Supervisor Bassi, Clerk Brown, Staff and volunteer navigators attended a conference on health insurance enrollment at the University of Illinois at Chicago on June 18.
    • First Bank of Highland Park is creating a Hunger Awareness Wall in August, 2014 and has invited Moraine Township to participate, along with other agencies. There will also be a food drive.
    • Supervisor Bassi and Assessor Plouché are updating the Township employee manual.
    • Supervisor Bassi is working with auditors and the Township attorney to draft an internal control policy and a reserve policy.
    • Supervisor Bassi and Trustee Wolfson are conducting outreach meetings with local agencies that serve seniors.
    • The final walk-through with the contractor was held at Mooney Cemetery. The contractor's portion of the project is now complete and retained funds have now been released.
    • The rain gardens are working; some plants will need to be replaced as provided in the Budget.

  • Thanks to the volunteers who have been helping at the garden.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • LCCTSC is submitting a grant proposal to RTA for expansion to Libertyville and Fremont Townships, with a possible expansion into Shields Township.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • CFC Board President Herb Wander sent a letter on May 20 to the CFC Board announcing that CFC is moving ahead to explore the potential development of a new Community Family Center at the Karger Center site with the City of Highland Park, Park District of Highland Park, NSSRA and Moraine Township. The Board will be apprised of further developments.

  • Human Relations Commission Report
  • None.

Old Business
Volunteers will be marching with Moraine Township in the upcoming The July 4th Parade, handing out informational cards.

New Business
Thanks to our new videographer Jeff Piemonte. Also, thanks to Jeff for his weekly assistance at the Township office.

With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Zisook , the meeting be adjourned at 7:30 p.m. Motion carried.
