MINUTES OF REGULAR MEETING

March 13, 2014, 5:00 PM

The meeting was called to order at 5:03 PM, and upon roll call the following members were present: Supervisor Anne Flanigan Bassi; Trustees Olga Gomez Aguilar and Cindy Wolfson. Absent: Trustees Dwayne Douglas and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Moraine Township Attorney Charles Smith (Smith, LaLuzerne & Hartman).

Public Comment
There were no comment from the public.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Aguilar approval of the Regular Meeting Minutes of February 27, 2014. Upon voice vote, the motion carried unanimously. Absent: Trustees Douglas and Zisook.

Trustee Douglas joined the Meeting.

Approval of Bills
There were no bills for approval.

Trustee Aguilar moved, seconded by Trustee Wolfson to change the order of the Agenda, to enter into Executive Session after Approval of Bills. Upon voice vote, the motion carried unanimously. Absent: Trustee Zisook.

Executive Session
Trustee Wolfson moved, seconded by Trustee Aguilar to enter into Executive Session, to discuss a potential purchase or lease of real estate pursuant to 5 ILCS 120/2(c)(5), and further for the discussion of litigation pursuant to 5 ILCS 120/5(c)(11) . Upon voice vote the motion carried unanimously. Absent: Trustee Zisook.

Executive Session was entered into at 5:10 PM.

Trustee Wolfson moved, seconded by Trustee Douglas, to come out of Executive Session. Motion carried.

Executive session was adjourned at 6:10 PM.

Trustee Zisook joined the Meeting.

Action Items
Motion to post proposed Budget for FY 2014-2015
Trustee Zisook moved, seconded by Trustee Douglas to post the proposed Budget for FY 2014-2015. Upon roll call vote, the motion carried unanimously.

Motion to adopt Agenda for Annual Town Meeting on April 8, 2014
Trustee Wolfson moved, seconded by Trustee Aguilar to adopt the Agenda for the Annual Town Meeting to be held on April 8, 2014. Upon roll call vote, the motion carried unanimously.

  • No report.

  • Supervisor's Report Anne Flanigan Bassi
    • Supervisor Bassi distributed to the Board the report of Moraine Township services for February, 2014. Pantry usage has doubled since May, 2013.
    • Statement of Economic Interest forms need to be returned to Lake County by May 1, 2014.
    • Thanks to the local Boy and Cub Scouts and Sunset Foods for delivering more than 100 bags of groceries to the food pantry. This was part of a regional effort, picking up donations from residences and delivering to Sunset Foods for distribution to area food banks.
    • A Whole Foods representative met with Supervisor Bassi and toured the food pantry, discussing partnership opportunities.
    • Supervisor Bassi, staff and volunteer navigators attended a Medicaid seminar at the Lake County Health Department on March 7.
    • The General Primary Election Day is Tuesday March 18. Polls are open 6:00 a.m. to 7:00 p.m.
    • Northern Illinois Food Bank notified Supervisor Bassi of a food pantry partnership opportunity with The Fresh Market in Lincolnshire.
    • April is National Fair Housing Month. The Board was in general agreement to join in support of recognizing April as Fair Housing Month in Moraine Township.

  • Food Pantry Report Anne Flanigan Bassi
  • Pantry recipients are appreciative of the produce, baked goods, eggs and cheese that has been purchased using the grant from Congregation Solel, and also produce and baked goods donated by Sunset Foods.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The southeast quadrant supervisors, Bryna Gamson, Trustee Zisook and representatives from LCDOT had a meeting to discuss possible collaboration, funding and addressing gaps in service.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission Report
  • No report.

  • Citizen Grant Advisory Committee Report Amy Zisook
  • The committee met on March 6 and discussed the grant applications. The committee will adhere to the $250,000 cap set by the Board, and is looking carefully at how funding requests interface with Moraine Township's mission statement.
