MINUTES OF REGULAR MEETING

November 13, 2014, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Cindy Wolfson and Amy Zisook. Absent: Trustees Olga Gomez Aguilar and Dwayne Douglas. Also Present: Clerk Gail Feiger Brown, Robbie Boudreau (Southeast Lake County Faith in Action), and Janet Freed.

Agency Presentation
Robbie Boudreau, Southeast Lake County Faith in Action (SLCFIA)
The Township was thanked for its grant and lauded for the collaborative work it does in the community. SLCFIA's mission is to help older adults maintain their independence and improve their quality of life. Volunteers help with transportation, shopping, visits and support, minor home repairs and respite care for caregivers. Services are free and non-sectarian.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, approval of the Regular Meeting Minutes of October 23, 2014. The motion passed unanimously by voice vote.

Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Executive Session Minutes of October 9, 2014. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Wolfson, Approval of the Bills, October 16-31 2014: $43,599.55 Town Fund, $7,452.79 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Wolfson and Zisook; Voting Nay: None.

  • Supervisor's Report Anne Flanigan Bassi
    • A survey of seniors and their transportation needs was distributed to Trustees. The survey is in English and Spanish and will be included in Township newsletter.
    • Thanks to Caldwell Banker for providing 25 turkeys and thanks to Keyth Security for providing 40 turkeys for Thanksgiving for our food pantry clients. Thanks also to the American Legion for a donation of $500 to purchase 20 hams and 15 chickens.
    • Highwood's Holiday Event Tree Lighting and Gala will be held on December 6 at Highwood City Hall. Trustee Aguilar will staff a Township table.
    • Thanks to Whole Foods' Feed 4 More event, the Township will share with West Deerfield Township contributions that customers add to their purchase during the month of November. Supervisor Bassi and Trustee Aguilar will staff a Township table on November 15.
    • The Township is partnering with Family Service on a Health Insurance Community Forum to be held November 19 at 7:00 p.m. at Highland Park High School.
    • Elm Place School is holding a Day of Giving on December 6. Trustee Wolfson will staff a Township table.
    • Thanks to Highland Park Community Nursery School and Day Care Center for holding a food drive for the Township.
    • Thanks to Highland Park/Highwood Kiwanis for a $400 donation to the Community Chest.
    • Trustees were given a report of Township services for October and twelve month period November, 2013 through October, 2014.


  • Latino Advisory Committee Report
  • The next meeting is scheduled for November 20, 2014.

  • Food Insecurity Issues Report Gail Feiger Brown and Amy Zisook
  • The Township convened a meeting attended by twenty-five community leaders at the Highland Park Police Station on November 12 to identify gaps in services addressing food insecurity in our community. Amy Terpstra, Director of Research for the Social IMPACT program at Heartland Alliance, addressed the group with data and statistics on suburban poverty.

  • Food Pantry Report Anne Flanigan Bassi
  • Thanks to the many District 112 schools that are holding food drives for the Food Pantry, a steady stream of food donations have been received.
    An additional refrigerator/freezer will be purchased.

  • Senior Services Task Force Report Cindy Wolfson
  • Trustee Wolfson attended the November 6 annual meeting of Southeast Lake County Faith in Action.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The application for 5310 grant funding for Libertyville, Fremont and Shields Township has made it to the next round.

  • Community Family Center (CFC) Report
  • None

  • Human Relations Commission Report
  • None.

  • 2014 Tax Levy Discussion
  • The 2014 Tax Levy was discussed. At the Township's November 20 Regular Board Meeting, the Tax Levy will be proposed and voted on to be posted for the required twenty days prior to adoption at the December 11 Regular Board Meeting.

  • FY 2015-2016 Agency Grant Allocation Discussion
  • The FY2015-2016 Grant Allocation was discussed.

With no further business to conduct, Trustee Zisook moved, seconded by Trustee Wolfson, the meeting be adjourned at 7:09 p.m. The motion passed unanimously by voice vote.
