MINUTES OF REGULAR MEETING

September 4, 2014, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar and Dwayne Douglas. Absent: Trustees Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown.

Public Comment
There were no comment from the public.

Trustee Douglas moved Agenda Item V., Agency Presentations, to be heard after Agenda Item VIII., Action Items. The motion carried unanimously by a voice vote.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Douglas, approval of the Regular Meeting Minutes of August 14, 2014. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Aguilar, approval of the bills August 16-31, 2014: $38,706.54 Town Fund, $9,693.86 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar and Douglas; Voting Nay: None.

Action Items

  • Resolution for Timely Payment of Township Bills
  • Trustee Douglas moved, seconded by Trustee Aguilar, the adoption of a Resolution for Timely Payment of Township Bills. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar and Douglas; Voting Nay: None.
  • Adoption of Internal Control Policy
  • Trustee Douglas moved, seconded by Trustee Aguilar, the Adoption of Internal Control Policy. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar and Douglas; Voting Nay: None.
  • Adoption of Fund Balance Policy
  • Trustee Douglas moved, seconded by Trustee Aguilar, the Adoption of Fund Balance Policy. Voting Aye by Roll Call Vote; Supervisor Bassi, Trustees Aguilar and Douglas; Voting Nay: None.

Agency Presentations
Jordan Friedman, Family Network
The Township was thanked for its grant for its three programs: Parent/Child Center, Right from the Start, and the After School Activity Program (ASAP). In FY14, Family Network served 389 families and 1,434 participants. Over 80% of the families served reside below the federal poverty line; 87% of clients are Moraine Township residents. The Parent/Child Center provides support, socialization and education for families with children from birth up to age 4, two days a week. Right From the Start supports residents with home visits, education and more for families with children pre-natal through age three. The After School Activity Program provides after-school care for Kindergarten through 5th grade, serving five District 112 elementary schools.

Recently, Family Network has announced that it will partner with the City of Highland Park to administer the City's Firehouse program, providing after school care for 6th-8th grade, at the Highland Park Community House. Family Network is transitioning into this role, and will take over in January, 2015. The program will continue to be financed by the City through 2017.

Ms. Bulzoni was out of town and will reschedule her presentation.

    • At the conclusion of our display at First Bank of Highland Park's Ruth Fell Wander Community Wall, the Bank donated $1,000.00 to the Township.
    • Door-to-Door van riders have continued to return ridership surveys.
    • Food Pantry clients have continued to return preference surveys.
    • The Township is looking to hire an additional van driver.
    • A draft 2015 Regular Meeting schedule was distributed to Trustees.
    • The Township has expanded its relationship with local stores to benefit our food pantry, picking up baked goods, produce and dairy. We now receive donated food from Sunset Foods, Whole Foods, Heinen's and Target.
    • Supervisor Bassi is working with St. James Food Pantry local agencies to share with them excess bread and produce from the Township's Pantry.


  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The Committee is hosting an Open House at the Township office on September 15. There will be games, refreshments and a survey about Township. The next Committee meeting is October 16.

  • Food Insecurity Issues Report Gail Feiger Brown
  • Trustee Zisook and Clerk Brown have continued to meet with school personnel and interested community members to partner with the schools to provide breakfast, snacks and backpacks for students who qualify for free or reduced lunch.

  • Pantry Plants Garden Report Anne Flanigan Bassi
  • Produce has been harvested every week, and delivered to the food pantry for clients.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Anne Flanigan Bassi
  • Supervisor is participating in a panel September 19 to address a coordinated transportation system
