MINUTES OF REGULAR MEETING

February 12, 1015, 5:30 PM

The meeting was called to order at 5:31 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Cindy Wolfson and Amy Zisook. Absent: Trustee Dwayne Douglas. Also Present: Clerk Gail Feiger Brown, Janet Freed, Jim Hutson (Josselyn Center), and Jackie Grossman and Alicia De La Cruz (Open Communities).

Public Comment
There was no comment from the public.

Agency Presentations
Jim Hutson, Josselyn Center
Jim Hutson (Director of Development) appeared in place of Gary Smith. The Township was thanked for its grant. Josselyn Center provides comprehensive mental services for children, adolescents, adults and families. Services are offered on a sliding fee scale, including: outpatient psychiatric services, family and individual counseling, case management and referral services, support groups, drop-in center, the Living Room mental health respite center, therapeutic children's summer camp, and emergency room companion services. In the past year, over 170 Township residents were served at over 3100 visits, representing 15-16% of total clients.

Jackie Grossman and Alicia De La Cruz, Open Communities
The Township was thanked for its grant. Open Communities services, which are free of charge, include homesharing, fair housing, foreclosure prevention, landlord tenant advice, immigrant integration, resource referrals and advocacy. Open Communities will partner with the Highland Park/Highwood Legal Aid Clinic.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Zisook, the approval of the Regular Meeting Minutes of January 22, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Aguilar, approval of the Bills, January 16-31, 2015: $44,880.40 Town Fund, $9,630.36 General Assistance; February 1-15, 2015: $28,698.97 Town Fund, $5,235.12 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson, and Zisook; Voting Nay: None.

Action Items
Adoption of a Revised Code of Conduct for Meetings
Trustee Wolfson moved, seconded by Trustee Zisook, Adoption of a Revised Code of Conduct for Meetings. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: None.

Adoption of a Resolution Establishing a Bill Paying Policy
Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of a Resolution Establishing a Bill Paying Policy. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: None.

Adoption of a Resolution Establishing a Policy Relative to Elected and Appointed Officials' Duties
Trustee Wolfson moved, seconded by Trustee Zisook, Adoption of a Resolution Establishing a Policy Relative to Elected and Appointed Officials' Duties. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: None.

Reports

  • None.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given reports for services for the month of January, 2015 and 12-month report for February, 2014 through January, 2015. Food pantry usage remains high; van rides are lower due to the severe cold.
    • On February 13 the Township will receive $ 8,767.59 from Whole Foods from their Feed 4 More Program from November and December 2014. Thanks to Whole Foods also for weekly food donations to the Pantry.
    • Thanks to Township staff and elected officials for bringing and serving dinner to local residents at St. James Church on February 5.
    • Trustee Zisook and Pantry volunteers will accept and sort food on the President's Day Holiday, February 16 to ensure Pantry readiness the following day.
    • Thanks to Congregation Solel for a $1,800.00 donation to support continued efforts to provide produce and dairy to Pantry clients.

  • The Committee members intend to be involved in the Highland Park/Highwood Legal Aid Clinic.

  • Supervisor Bassi reported that Senior Surveys continue to come in and are being tabulated.

  • Human Relations Commission Report
  • None.

  • Citizen Grant Advisory Committee Report Gail Feiger Brown
  • The Committee held its first meeting on February 9. Twenty-three grant applications have been received. The review process will begin shortly.

New Business
Supervisor Bassi distributed a Proposed Budget FY 15-16 to the Trustees and a discussion was held. The Board will discuss the Proposed Budget at its February 26 meeting.

With no further business to conduct, Trustee Zisook moved, seconded by Trustee Wolfson, the meeting be adjourned at 7:01 p.m. The motion passed unanimously by voice vote.
