Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Staff Linda Contreras, Janet Freed, Mary Lou Coyle and Tammy Solow (Jewish Child and Family Services), videographer Jeff Piemonte, Terri Olian (Enroll Lake County), Donna Novikas, Victor Bassi, Diana Paserba and Becky Xavier.

There was no comment from the public.

Recognition of Volunteer Health Insurance Navigators
Volunteer Health Insurance Navigators were recognized and thanked for their service during the Health Insurance Open Enrollment periods 2013-2015. Navigators present were: Supervisor Bassi, Trustee Wolson, Clerk Brown, Staff Linda Contreras, Victor Bassi, Donna Novikas, Terri Olian, Diana Paserba, and Becky Xavier. Other navigators recognized include: Leslie Abelson, Lina Alanzo, Barbara Altman, Joseph Chevalier, Marguerite Hampton, Brad Helfand, Renee Keats, Erika Labedz, Carol Pomerantz, Ginger Seff and Staff Paula Peddle.

Agency Presentations
Mary Lou Coyle, Tammy Solow Jewish Child and Family Services
The Township was thanked for its grant. JCFS offers individual, senior, couple, group and financial counseling and case management. Services are non-sectarian and open to all. The Township's grant supports a clinician at the Highland Park High School Connections Drop-In Center two days a week and counseling at the Center for Divorcing Families in Northbrook. In 2014, although the Drop-In Center was targeted to serve 200-250 students annually, it actually served 325 students, individually or in one of the 24 ongoing support groups.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Aguilar, the approval of the Regular Meeting Minutes of February 12, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, February 16-28, 2015: $39,362.53 Town Fund, $7,696.27 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.


  • Assessor's Report Cynthia Plouché
  • The Senior Assessment Freeze forms were mailed out this week. Renewal forms for disabled persons and disabled veterans have also been mailed. There are outreach sessions scheduled to help residents complete their forms. The date for our Township session is March 25th at the Highland Park Rec Center from 9:00 a.m. to 11:00 a.m. The session is designed to help residents apply for the senior freeze or senior homestead and other exemptions. Residents with questions are encouraged to call the Assessor's office.

  • Supervisor's Report Anne Flanigan Bassi
    • Thanks to City of Highland Park and Rotary for conducting a city-wide food drive for the Township Food Pantry.
    • The Park District of Highland Park will place food collection bins for the Township at their facilities.
    • Supervisor Bassi distributed to Trustees information about Open Communities Justice Project.

  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The Committee met on February 26, prior to the Township Board Meeting. Services to be offered at the Highland Park-Highwood Legal Aid Clinic were discussed.

  • Food Insecurity Issues Report Gail Feiger Brown
  • The pilot Spring Break Food Bags program is in process.

  • Food Pantry Report Anne Flanigan Bassi
  • Supervisor Bassi received an $8,767.58 donation from the Whole Foods Feed 4 More event. Many thanks to partner Whole Foods and Cheri Buell, Marketing Director for the Deerfield Whole Foods.

  • Senior Services Task Force Report Anne Flanigan Bassi
  • The Task Force will be meeting in March. Senior surveys continue to come in.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • None.

  • Community Family Center (CFC) Report
  • None.

  • Human Relations Commission Report
  • None.

  • Citizen Grant Advisory Committee Report Gail Feiger Brown
  • The Committee will meet March 2.

Old Business

  • Discussion of Proposed Budget FY 15-16
  • A new draft budget was distributed to Trustees. A discussion about the draft budget was held. The Board will vote at its March 12 Regular Board Meeting to post the Budget for the required 30 days prior to voting to adopt the Budget.

New Business
Jeff Piemonte was recognized and thanked for over 300 hours of volunteer efforts at the Township including work at the pantry and garden, and videotaping Board meetings.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Aguilar, the meeting be adjourned at 7:42 p.m. The motion passed unanimously by voice vote.
