The meeting was called to order at 7:01 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas and Amy Zisook. Absent: Trustee Cindy Wolfson.

Mike Warner of the Lake County Stormwater Management Commission presented the 2014 "BMP Project of the Year" Award for the Mooney Cemetery Drainage Improvement Project.

Agency Presentations
Mickey Baer, JCYS Jon Vegosen Champ Camp
The Township was thanked for its grant. Champ Camp is a five-week afternoon summer camp primarily serving children who attend summer school in the morning. 100% of the 75 campers are Township residents; most are on scholarship. 86% of campers would be at home if they weren't at camp according to parent response. Extended care to 6:30 is available for working parents. There is a lengthy waiting list for the program. The program focuses on health and nutrition, offering swimming, tennis, nutrition and cooking lessons.

Diana Schnell, Equestrian Connection
The Township was thanked for its grant. Equestrian Connection offers hippotherapy, therapeutic riding, art therapy, physical therapy, occupational therapy, dementia and memory loss, and clinical psychology. The Township's grant was used to assist 12 families from the Township for the equine assistant therapy group and also for financial assistance for a psychologist for five weeks. Clients from Highland Park's Allendale Rhonda Alter Group Home and North Shore Academy received behavior modification services. Last year the agency provided over 13,000 therapy rides.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, the approval of the Regular Meeting Minutes of January 8, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Aguilar, approval of the Bills, January 1-15, 2015: $29,931.33 Town Fund, $4,768.70 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Zisook; Voting Nay: None.


  • Assessor's Report Cynthia Plouché
  • The assessor's staff is working on the quadrillenial assessment. Every four years, 13,000+ Township parcels are reviewed and reassessed. Assessor Plouché distributed to the Board a report indicating three-year sales trends in the Township.

  • Supervisor's Report Anne Flanigan Bassi
    • The Township's food drive at the Highland Park Martin Luther King, Jr. Event was a huge success. Thanks to Trustee Zisook and Clerk Brown for their efforts, Mayor Nancy Rotering and City Council Member Alyssa Knobel for publicity, and a large and enthusiastic group from Congregation BJBE that unloaded and sorted donations.
    • Thanks to Whole Foods Market Deerfield. Its November/December Feed 4 More Event resulted in donations to Moraine and West Deerfield Townships. The Township will receive approximately $8500.
    • Trustees Douglas and Zisook and Clerk Brown have been appointed as the Liaisons to the Citizen Grant Advisory Committee.
    • Thanks to videographer Jeff Piemonte.

  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The Committee is meeting in February. The Highland Park/Highwood Legal Aid Clinic is going forward, assisting residents with legal issues related to immigration, housing and domestic violence.

  • Food Insecurity Issues Report Amy Zisook
  • The pilot program offering breakfast and lunch food bags over school vacations will continue, with bags being offered over spring break.

  • Food Pantry Report Anne Flanigan Bassi
  • Thanks to our generous community, numerous food drives have replenished the shelves in the food pantry.

  • Senior Services Task Force Report Anne Flanigan Bassi
  • Trustee Wolfson has been appointed Township Liaison to the Task Force.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Trustee Zisook attended the January 21 LCCTSC meeting. LCCTSC will approve the Title 6 (or 7) program affirming their non-discriminatory practices.

    PACE is available to show riders how to use various programs.

    There will be a cross-country caravan to mark 25 years of the Americans with Disabilities Act (ADA).

  • Community Family Center (CFC) Report
  • None.

  • Human Relations Commission Report Gail Feiger Brown
  • Clerk Brown attended the January 8 Commission meeting. The Martin Luther King, Jr. Day of Service Event was discussed.

    The commission is participating in the Highland Park anti-bullying program and will hold its Character Counts and Humanitarian Awards on April 22. The next commission meeting is March 5.

  • Citizen Grant Advisory Committee Report Gail Feiger Brown
  • The committee will hold its first meeting in February. The deadline for grant applications is Sunday February 1. Applications received Monday February 2 will be accepted.

Old Business

New Business
Township staff and elected officials will be cooking and serving at the Catholic Charities monthly dinner at St. James Church in Highwood for approximately 50 people on February 5.

Executive Session

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 7:49 p.m. The motion passed unanimously by voice vote.
