MINUTES OF REGULAR MEETING

July 23, 2015, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, and Amy Zisook; absent: Trustee Cindy Wolfson. Also Present: Clerk Gail Feiger Brown, Alexa Aguilar and videographer Matt Jennings.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Aguilar, approval of the Regular Meeting Minutes of July 9, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, Approval of the Bills, July 1-16, 2015: $33,146.21 Town Fund, $8,002.65 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Zisook; Voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Thanks to the First Bank of Highland Park for a $1,500 grant for Affordable Care Act health insurance enrollment supplies and services.
    • Quarterly Year-to-Date Budget vs. Actual and Cash Balances as of June 30, 2015 were distributed to Trustees.
    • Thanks to Trustee Wolfson and Cemetery Manager Shannon Mosier for their work on signage, landscaping and gravestone issues at Mooney and Daggitt cemeteries. The cemeteries presently have no signage. The proposed sign for Daggitt Cemetery would be compatible with the metal fencing; the proposed sign for Mooney Cemetery would be made by the Lake County Forest Preserve. There was concurrence from Board to move forward.
    • Supervisor Bassi and Clerk Brown met on July 20 with local governmental and representatives to discuss small emergency planning and update the 2008 plan.
    • Supervisor Bassi has submitted grant applications for the Door-to-Door van program and the school vacation breakfast/lunch bag program to the Healthcare Foundation of Highland Park.
    • The annual survey of Door-to-Door van riders is underway. Riders were also given stamped addressed envelopes to provide feedback anonymously. Responses have been positive.
    • Trustees were given photos of the Pantry Plants Garden. The move to higher ground has been beneficial.
    • Thanks to Dennis Heskel of North Shore Congregation Israel, who started a vegetable garden at the temple for Moraine Township Food Pantry clients. He is moving to Kentucky but Bob Levy will ensure the transition is seamless. We will miss Dennis but look forward to working with Bob.
    • Lake County Fair will be held July 29 - August 2. Local Townships will staff a resource table.
    • Thanks to videographer Matt Jennings.

  • Food Insecurity Issues Report Amy Zisook
  • School vacation breakfast/lunch bags continue to be distributed. Clients will be given surveys when they pick up bags during the last four weeks of the program.

  • Senior Services Task Force Report
  • None.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • Supervisor Bassi and Trustee Zisook met with Lake County staff and LCCTSC liaison Kathleen O'Connor here in our office last week. Partnering with other agencies to supplement our van schedule was discussed.
    LCCTSC issued a proclamation in recognition of the 25th anniversary of the American With Disabilities Act.

Old Business

  • Discussion of Government Records Law and Social Media
  • Trustees discussed a May, 2015 Question and Answer sheet from the Illinois Secretary of State office, Government Records Law and Social Media: Guidance for Illinois Government Agencies. The Township and its citizen advisory committees do not presently have an active social media presence. Discussion included rules and regulations governing public records.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Zisook, the meeting be adjourned at 7:30 p.m. The motion passed unanimously by voice vote.
