MINUTES OF REGULAR MEETING

June 11, 2015, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Cindy Wolfson and Amy Zisook; Absent: Trustee Dwayne Douglas. Also Present: Clerk Gail Feiger Brown and Assessor Cynthia Plouche.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Zisook, approval of the Regular Meeting Minutes of May 28, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Wolfson, Approval of the Bills, May 16-31, 2015: $39,326.05 Town Fund, $8,659.33 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.

Action Item

  • Adoption of Prevailing Wage Ordinance
  • Trustee Wolfson moved, seconded by Trustee Zissok, Adoption of the Prevailing Wage Ordinance 2015. Voting aye: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: None.

Reports

  • Assessor's Report Cynthia Plouché
    • 2015 is a General Reassessment year (formerly referred to as a Quadrennial) requiring the Assessor to review and reassess all property in Moraine Township. Adjustments will be made to reflect the market activity in smaller specific areas and neighborhoods within the Township.
    • The Assessor staff will be looking at all the sales over the past three years and adjusting assessments as needed, per Illinois State Statutes.
    • Property owners are reminded that Moraine Township is the first place to turn with assessment questions. Staff can help owners understand the assessment process, answer questions on exemptions, and give owners the necessary resources to evaluate their property and file an appeal
    • Assessment notices (the “Blue Letter”) will be mailed and published later this summer, most likely during the second week of August.


  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given reports of services for the month of May, 2015 and the 12-month period June, 2014 through May, 2015.
    • The Township created four new deeds to exchange with an existing owner at Mooney Cemetery for existing plots which would have required tree removal.
    • Supervisor Bassi met with Frank Lomoro of Sunset Foods to discuss various partnership efforts.
    • Northern Illinois Food Bank (NIFB) contacted the Township about again partnering on a Healthcare Foundation of Highland Park grant. If received, the funds will be used by the Township to purchase F2E (healthy) foods from NIFB at a discount.


  • Latino Advisory Committee Report

  • Food Insecurity Issues Report Amy Zisook
  • As of June 11, 161 families are participating the the School Vacation Summer 2015 Breakfast and Lunch Food Bags program, receiving a total of 198 bags. Families of 1500 eligible students in Northshore School District 112 and Highland Park High School received a mailing from the schools inviting them to participate. Bag distribution will begin June 16. Families can pick up bags five times over the ten weeks of summer vacation.
    Thanks to Marjorie Rissman and Coldwell Banker for their donations and for fundraising efforts.
    Trustee Zisook and Clerk Brown have begun working on a school year monthly carry-out food program at Oak Terrace Elementary School.

  • The Garden has been planted. Thanks to Sam Piro, Master Gardeners Sandy Washburn and Linda Mihel, and volunteers.

  • Senior Services Task Force Report Anne Flanigan Bassi
  • Supervisor Bassi attended the June 10 meeting; hoarding issues were discussed.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • None.

  • Community Family Center (CFC) Report Amy Zisook
  • CFC hired the Alfred Group Fundraising consulting group.

  • Human Relations Commission Report
  • None.

Old Business None.

New Business

  • Catastrophic insurance for General Assistance clients was discussed. Moraine Township will continue to carry catastrophic insurance.
  • • Supervisor Bassi, Trustee Wolfson, and Cemetery Manager Shannon Mosier visited Daggit and Mooney Cemeteries on June 11. Appropriate signage for both cemeteries is being researched.

With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Aguilar, the meeting be adjourned at 7:00 p.m. The motion passed unanimously by voice vote.
