MINUTES OF REGULAR MEETING

March 12, 2015, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, the approval of the Regular Meeting Minutes of February 26, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, March 1-15, 2015: $29,940.77 Town Fund, $4,121.35 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Action Items

  • Motion to post proposed Budget for FY15-16
  • Trustee Douglas moved, seconded by Trustee Zisook, to post for 30 days the proposed Budget for FY 15-16. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.
  • Adoption of Agenda for Annual Town Meeting on April 14, 2015
  • Trustee Douglas moved, seconded by Trustee Zisook, Adoption of the Agenda for the Annual Town Meeting on April 14, 2015. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.
  • Resolution Concerning Semi-Annual Review of Closed Session Minutes
  • Trustee Douglas moved, seconded by Trustee Wolfson, Adoption of the Resolution Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: None.

Reports

  • Assessor's Report Anne Flanigan Bassi
  • Kipp Wilson, Tax Extension Administrator for the Lake County Clerk's Office reported that the County is in the final steps of calculating EAV's for tax year 2014. The state multiplier is 1 this year.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given services reports for the month of February, 2015 and the 12-month period March 2014 through February 2015. Van usage was down due to winter weather related cancellations. The First Alert usage only reflects new users, not the 28 people we currently serve monthly.
    • The Township is partnering with the Northern Illinois Food Bank and Family Services to offer a mobile food pantry at the Highwood Recreation Center parking lot on April 17.
    • The Township will receive Family Network's 2015 Community Partnership Award at its gala on May 29 at the Highland Park Country Club.
    • Supervisor Bassi is working with the head of operations at the Lake County Forest Preserve to contract with them for signage at the Daggitt and Mooney cemeteries. Both cemeteries presently are without signs.
    • The City of Highland Park and Park District of Highland Park will be conducting food drives for the Food Pantry. Northshore School District 112 schools will be sending out flyers about the Food Pantry to families with students in Northshore School District 112.
    • Trustee Aguilar will represent the Township at the City of Highland Park new resident open house on April 19.
    • The contract for health insurance enrollment with the Lake County Health Dept. expired February 28. Supervisor Bassi, staff, and some volunteers are extending their ABE certification to assist with Medicaid enrollment. With consensus from the Board, Supervisor Bassi will apply for Township to be an independent federal CAC site to allow Moraine Township volunteer Navigators to continue to help residents who are eligible for special enrollment periods.

  • Latino Advisory Committee Report Olga Gomez Aguilar
  • Trustee Aguilar attended DACA training for the Highland Park/Highwood Legal Aid Clinic on March 11. There will be additional training on March 14. The next Committee meeting is April 23.

  • Food Insecurity Issues Report Gail Feiger Brown
  • Clerk Brown and Trustee Zisook met with Northshore School District 112 Assistant Superintendent Kristin Swanson and Administrative Assistant Wendy Kane to discuss efforts to address students' food insecurity.

    Work on the spring break food bag project is continuing.

    On April 20 Supervisor Bassi, Clerk Brown and Paula Peddle are meeting with District 112 social workers to talk about Township services.

    Chris Kennedy, Founder of Top Box Foods, will speak at a community meeting convened by Moraine Township on April 21 to address food insecurity issues in our community.

  • Food Pantry Report Anne Flanigan Bassi
  • Supervisor Bassi continues to work on scheduling volunteers and increasing client choice at the Pantry.

  • Senior Services Task Force Report Cindy Wolfson
  • Trustee Wolfson attended a recent Task Force meeting, where hoarding and other aging issues were discussed. The Task Force will reconvene in June.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • None.

  • Community Family Center (CFC) Report
  • None.

  • Human Relations Commission Report Gail Feiger Brown
  • Clerk Brown will attend the Commission meeting of March 12. Character Counts and Humanitarian awards will be awarded on April 22.

  • Citizen Grant Advisory Committee Report Gail Feiger Brown
  • The Committee is working on its report, which it will present to the Trustees at the April 23 Board Meeting.

Old Business
Open Communities Justice Project was discussed. The Board agreed to endorse the principles and to assist in marketing the July 26 gathering at Winnetka Green.

New Business

  • Supervisor Bassi presented a Resolution naming April as Fair Housing Month. The Board agreed to this action item for the March 26 Board Meeting.
  • Trustee Zisook and Supervisor Bassi met with West Deerfield Township Supervisor Alyson Feiger and staff of both Townships to discuss ways to partner more efficiently to serve our residents' transportation needs. Transportation to the Veteran's Administration in North Chicago, and a possible Saturday van schedule were discussed, along with liability issues. The Board concurred that the Supervisor should continue to explore potential avenues for collaboration.

With no further business to conduct, Trustee Zisook moved, seconded by Trustee Wolfson, the meeting be adjourned at 6:50 p.m. The motion passed unanimously by voice vote.
