Moraine Township

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, the approval of the Regular Meeting Minutes of March 12, 2015. The motion passed unanimously by voice vote.

Approval of Bills
There were no bills to approve.

  • Resolution Proclaiming April as Fair Housing Month
  • Trustee Douglas moved, seconded by Trustee Wolfson, Adoption of a Resolution Proclaiming April as Fair Housing Month. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; voting Nay: None.

  • Supervisor's Report Anne Flanigan Bassi
    • On April 21 at 7:00 p.m. the Township and the City of Highland Park are cosponsoring a meeting: "Addressing Food Insecurity in Our Community: A Call to Action", to be held at Highland Park Country Club. The keynote speaker is Chris Kennedy, founder of Top Box Foods.
    • On April 14 at 6:00 p.m. the Township will hold the Annual Town Meeting at 6:00 p.m., followed by a reception honoring Township volunteers.
    • April is Child Abuse Awareness Month. The Township will participate in the Blues Kids Lake County campaign, increasing awareness of child abuse and prevention.
    • TOIRMA paid the Township a dividend of $2,081 against our $14,800 insurance bill.
    • The Postal Food Drive will be held Saturday May 9. Campbell's Soup is no longer sponsoring the national event. Our local postal workers' union will cover the bulk of the cost of postcards mailed to all Township residents, notifying them of the drive.
    • Supervisor Bassi and GA Administrator Paula Peddle met with Highland Park Police Officer Jon Lowman to review and develop planning for Township, in particular, small housing emergencies.
    • Thanks to Trustees, Township and Assessor staff for pitching in on gift cards purchased to assist Paula Peddle who has been displaced from her home by fire.
    • Volunteers are needed on Saturday May 2 to assist with rebuilding the fence for the Pantry Plants Garden, which is moving to higher and dryer ground. Planting day at the Garden is May 30.

  • The next Committee Meeting is Thursday April 23 at 5:30 p.m.

  • Food Insecurity Issues Report Amy Zisook
  • The Spring Break Food Bag project is underway; income qualified families are picking up breakfast and lunch food for their children. It continues through Spring Break. Thanks to Once Upon a Bagel for their donation of bagels.
    Discussions with the schools to address food for children over summer vacation are beginning.

  • Human Relations Commission Report Gail Feiger Brown
  • Clerk Brown attended the Commission meetings of March 12 and 24. The Commission is looking for assistance with Martin Luther King, Jr. Day of Service. There are many committee openings; information is available on the City of Highland Park website.

  • Citizen Grant Advisory Committee Report Gail Feiger Brown
  • None.

Old Business
Supervisor Bassi and Trustee Zisook met with West Deerfield Township Supervisor Alyson Feiger and members of both Township staffs to discuss collaborating and expanding both transportation programs to offer exclusively non-medical quality of life trips within Township boundries on Saturdays, and once-monthly trips to the Veterans' Administration Hospital facility in North Chicago. Discussion included shared costs of drivers, schedulers, bookkeeping, routes, liability, insurance and services. Moraine Township Attorney Charles Smith will draft an intergovernmental agreement that will be reviewed by Trustees of both Townships. Trustee Douglas questioned whether the townships carry the same level of insurance and Supervisor Bassi will follow up. The Board concurred that Supervisor Bassi should go proceed with pursuing the intergovernmental agreement. The Healthcare Foundation was thanked for its support and encouragement.

New Business

  • Clerk Brown advised that the Consolidated Election will be held April 7; polls will be open 6:00 a.m. to 7:00 p.m. Early voting is March 23 through April 4. Everyone is encouraged to vote.

Executive Session

With no further business to conduct, Trustee Douglas, seconded by Trustee Zisook, the meeting be adjourned at 7:34 p.m. The motion passed unanimously by voice vote.
