The meeting was called to order at 5:31 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson and Amy Zisook. Also Present: Clerk Gail Feiger Brown.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Douglas, approval of the Regular Meeting Minutes of April 23, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, April 16-30, 2015: $40,713.40 Town Fund, $7,790.42 General Assistance; $225,000 Town Fund Citizen Grants FY2015-2016. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.


  • Assessor's Report

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given the report of Township services for the month of April, 2015, and 12-month report for May, 2014 through April, 2015.
    • The Postal food drive was held May 9. Thanks to Trustee Zisook and numerous volunteers who assisted with receiving, shelving and sorting donations. Thanks especially to the Northern Illinois Federation of Labor, the Postal workers who funded the effort this year after Campbell's Soup withdrew as a sponsor.
    • On May 16, Shari Marcus is holding a bake sale at the Township office. All proceeds will go to the Food Pantry.
    • Pantry Plants Garden preparation is under way. Planting day is May 30, 9:00 a.m. to noon.
      Thanks to the Park District of Highland Park for the land at Woodridge Park and help plowing the Pantry Plants garden. The location has been moved to higher ground on the same site to address drainage issues, and volunteers worked on May 2 and May 9 to move the fence.
      Thanks to Anton's for donating plants.
      Thanks to Friends for Health for paying for the cost of a new fence. Thanks to NSSRA volunteers for their efforts to plant additional acreage. Thanks to Manfredini Landscaping for donating mushroom mulch. Thanks to master gardeners Sandy Washburn and Linda Meihl.
      Special thanks to head volunteer Sam Piro.
      This is a genuine community effort.
    • The Township Community Chest received over $48,000 this fiscal year, compared to $16,000 in FY2014.
    • Supervisor Bassi applied to the First Bank of Highland Park for a grant for equipment to continue Health Insurance Enrollment assistance for residents.
    • A letter of intent was sent to the Healthcare Foundation for a grant to subsidize the school vacation food bag program. Highland Park Community Foundation will also be solicited for a grant for the school vacation food bag program.
    • Supervisor Bassi and Trustee Zisook met with Girl Scouts at Northwood on May 8 to discuss a potential year-long Food Pantry project partnership.
    • Supervisor Bassi, Trustee Zisook and Clerk Brown met with Architect Tim Brown, who determined that the Township will require between 6,500 and 7,000 square feet of office and food pantry space if it needs to look for a new facility. The Township currently leases 8440 square feet; the lease expires in 2017.
    • Catholic Charities has indicated that they have capacity to offer more Meals on Wheels to homebound senior residents.

  • Food Insecurity Issues Report Amy Zisook
  • Back to back meetings were held May 13 for the summer vacation food bag program and for summer school food donations. Northshore School District 112 and Highland Park High School are collaborating with the Township to serve qualified students over the summer.

  • Food Pantry Report Anne Flanigan Bassi
  • Thanks to a generous resident for a donation of 36 cases of food.
    A new system for the Food Pantry is being implemented, utilizing color coded bags.

  • Senior Services Task Force Report Cindy Wolfson
  • Trustee Wolfson and Paula Peddle attended the SELCFIA semi-annual meeting. Deerfield's Patty Turner Center offers an older women's network and a caregiver support group.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)

  • Human Relations Commission Report

Old Business

  • Supervisor Bassi updated the Board on the potential joint paratransit program with West Deerfield Township for Saturdays.

New Business

  • Supervisor Bassi reported that Lake County is evaluating the consolidation of township assessors' duties into a centralized Department in Waukegan under Lake County government.
    Meetings with Supervisors and Assessors will be held the week of May 18. Issues to be discussed include the need for assessors to be independent from a Board of Review; assurances to taxpayers that the reduction of the Township's tax cap and the increase of the County's tax cap will result in calculated savings; number and location of satellite offices and accessibility of local services for our residents; and the ability of local staff to have the powers currently held by the assessor staff to resolve issues.

With no further business to conduct, Trustee Zisook seconded by Trustee Douglas, the meeting be adjourned at 6:45 p.m. The motion passed unanimously by voice vote.
