MINUTES OF REGULAR MEETING

November 12, 2015, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar and Amy Zisook; absent: Trustees Dwayne Douglas and Cindy Wolfson. Also present: Clerk Gail Feiger Brown, Jan Leahy (Career Resource Center), Janet Freed, and Videographer Clyde Jennings.

Agency Presentations

  • Jan Leahy, Career Resource Center (CRC)
  • Moraine Township was thanked for its grant and partnership. CRC is an employment resource that offers individualized and group training, education and coaching. Highland Park is the second largest community of 70 communities that feed into the CRC. This year 95 Moraine Township residents were served, 84 from Highland Park, three from Highwood, and four from Deerfield, and four from Lake Forest. Seven CRC volunteers live in the Township, and one works in the Township.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Zisook, approval of the Regular Meeting Minutes of October 22, 2015. The motion passed unanimously by voice vote.

Trustee Zisook moved, seconded by Trustee Zisook, approval of the Executive Session Minutes of October 8, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Aguilar, Approval of the Bills, October 23-November 12, 2015: $55,830.97 Town Fund, $37,088.46 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar and Zisook; Voting Nay: none.

  • Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of the following Policies:

  • Supervisor's Report Anne Flanigan Bassi
    • Thanks to the City of Highwood and the Highwood business community for holding food drives for the Township at their holiday tree-lighting ceremony.
    • Thanks to Sunset Foods. On December 4, 5 and 6, at its Highland Park store, shoppers will be able to add money to their food bill that will be donated to the Township. Volunteers and Elected Officials will be staffing a table at the store during the event. Thanks to Trustee Wolfson for organizing the event.
    • Open Enrollment is underway for health insurance under the Affordable Care Act; volunteers are assisting residents.
    • On November 10, Supervisor Bassi attended a meeting of local clergy convened by Highland Park Mayor Rotering, where she made a presentation on Township services.
    • The December 10 Township Board Meeting will be held at City of Highwood City Hall, due to the Phyllis Santullano Holiday Gift Drive.
    • Thanks to videographer Clyde Jennings.
    • Supervisor Bassi is in the process of reorganizing the Township office. Payroll is now being outsourced, Jenny Gilbertson will work eight hours a week on bookkeeping, and Donna Novikas has been hired as a half-time Township administrator.
    • We are exploring new dental insurance options for employees.
    • Trustees were given a report of services for the month of October, 2015, and a twelve-month report for November, 2014 through October, 2015. Van numbers are decreasing, due to natural attrition. Outreach is underway to recruit more passengers. Food pantry numbers are still high, due to successful outreach efforts.


  • Latino Advisory Committee Report Olga Aguilar
  • The Committee met on November 12 prior to the Township Board Meeting. Discussion included communication and outreach activities. Committee members also discussed doing outreach for volunteer translators for the VITA program; volunteer translators will need to complete Standards of Conduct certification.

  • Food Insecurity Issues Report Amy Zisook and Gail Feiger Brown
    • The monthly food bag delivery program for a District 112 elementary school was successfully launched, serving 65 families.
    • The Township will be participating in the Martin Luther King Jr. Day of Service event at the Highland Park Recreation Center. A food drive will be held, benefiting the Food Pantry and the Highland Park High School Drop-In Center Food Pantry.


  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Ravinia School for combining a food drive with their fun fair. 30-40 bags of produce were donated.
    • Thanks to Margie Rissman and Coldwell Banker for their donation of Thanksgiving meals for 25 families, including turkeys, side dishes and pies. Coldwell Banker is also holding a food drive at their Highland Park office.
    • Thanks to Keyth Security for the donation of 40 turkeys for Thanksgiving.
    • Thanks to the American Legion for a $500 donation to purchase chickens and ham for Thanksgiving.

  • Replanting of the rain garden at Mooney Cemetery was completed.

Old Business

  • 2015 Levy Discussion
  • Supervisor Bassi will present a recommendation for the 2015 Levy, to be voted on at the December 10, 2015 Board meeting. Supervisor Bassi is recommending freezing the 2015 Levy at the 2014 rate, along with increasing the portion of the Levy to General Assistance and decreasing the amount to the Town Fund. Existing taxpayers will probably see a slight decrease in their taxes because the Township is not increasing the Levy for new construction, so taxes collected for new construction added to the tax rolls will offset some of the existing taxpayer Levy.

    In total, in the last three years Moraine Township has reduced the Levy 4.6%. Reallocation of the Levy has resulted in a 130% increase to the General Assistance Fund Levy and a 17.2% reduction in the Town Fund Levy over the three year period.
