MINUTES OF REGULAR MEETING

October 22, 2015, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, Cindy Wolfson, and Amy Zisook. Also Present: Clerk Gail Feiger Brown, Moraine Township Labor Attorney Burt Reiter, Moraine Township Attorney Charles Smith and Videographer Clyde Jennings.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Aguilar, approval of the Regular Meeting Minutes of October 8, 2015. The motion passed unanimously by voice vote.
Trustee Wolfson moved, seconded by Trustee Douglas, approval of the Executive Session Minutes of September 24, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Zisook, Approval of the Bills, October 1-15, 2015: $40,883.97 Town Fund, $10,985.25 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.

Action Items

  • Authorization for Supervisor to Accept a Grant from Lake County Health Department for Health Insurance Enrollment from October 1, 2015 to February 15, 2016 , in the amount of $4,500.00
  • Trustee Zisook moved, seconded by Trustee Aguilar, Authorization for Supervisor to Accept a Grant from Lake County Health Department to assist residents in enrolling Health Insurance under the Affordable Care Act from October 1, 2015 to February 15, 2016, in the amount of $4,500.00. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.
  • Adoption of Employee Handbook
  • Trustee Wolfson moved, seconded by Trustee Zisook, Adoption of Employee Handbook, effective January 1, 2016. During discussion, the Trustees concurred that several policies in the handbook that apply to Trustees, volunteers, clients and visitors will be separately adopted at the November 12, 2015 Board Meeting. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.
  • Adoption of Public Records Retention and Destruction Policy
  • Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of Public Records Retention and Destruction Policy. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.
  • Adoption of Electronic Communication and Social Media Policy
  • Trustee Zisook moved, seconded by Trustee Aguilar , Adoption of Electronic Communication and Social Media Policy. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.
  • Adoption of Expense Reimbursement Policy
  • Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of Expense Reimbursement Policy. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, Wolfson and Zisook; Voting Nay: none.
  • Adoption of Workers' Compensation Policy
  • The Workers’ Compensation Policy will not be adopted. Moraine Township will comply with applicable laws at the time an incident occurs.

  • Supervisor's Report Anne Flanigan Bassi
    • Thanks and gratitude to Township van driver Vince Schumacher, who alerted the Lake Forest Police Department when a van client that he was picking up did not appear for her ride. The client was immediately rushed to the hospital, having suffered a stroke. Trustees were shown a photo of Schumacher being presented by the Township with a Superman T-shirt captioned "VINCE TO THE RESCUE."
    • Congratulations to Pablo Alvarez, Highland Park High School Guidance Counselor and chair of the Township's Latino Advisory Committee, for being recognized during the Illinois State Board of Education's 2015 Those Who Excel banquet in October.
    • Thanks to Trustee Wolfson for her efforts at Daggit and Mooney cemeteries. All landscaping issues have been addressed and new signs have been installed.
    • Trustees were given a monthly Township services report for September, 2015, and a 12-month report for Township services for October, 2014 through September, 2015. Food pantry visits continued to increase.
    • The Affordable Care Act's Open Enrollment for 2016 health insurance coverage begins November 1. The Township's Certified Application Counselors are licensed and ready to assist residents with enrollment.
    • Thanks to Clerk Brown for representing the Township on October 17 at a Tenants' Right Forum sponsored by the Highland Park-Highwood Legal Aid Clinic and Open Communities.
    • Thanks to videographer Clyde Jennings, to his father Matt Jennings for picking up food weekly for the Food Pantry, and to his sister Audrey Jennings co-chairing a monthly food backpack program for a District 112 school, along with Jazzie Lerner and their Christ United Methodist Church community.
    • Thanks to Trustee Zisook and Clerk Brown for participating in the Lake County Community Foundation's Lake County Human Service Needs Community Conversation on October 22.
    • Thanks to Sunset Foods for their generosity in partnering with the Township to hold a December fundraising event at the store over a three day period, for selling us gift cards at a 10% discount to distribute to our families at the Holiday Drive, and for donating shopping carts to the Food Pantry to assist our volunteers.
    • Supervisor Bassi and Donna Novikas have been meeting with the Township's Volunteer Income Tax Assistance (VITA) high-caliber volunteers.


  • Latino Advisory Committee Report Olga Aguilar
  • The Committee met on October 15. Communications and outreach were discussed. The next Committee meeting is scheduled for November 12.

  • Food Insecurity Issues Report Amy Zisook and Gail Feiger Brown
    • Volunteers on food insecurity issues met on October 20 to discuss food drives at schools and congregations, the Martin Luther King, Jr. Day of Service food drive and activity, and the Highland Park High School Drop-In Center food pantry.
    • Thanks to Amy Newman and Families Helping Families Chicagoland, who have voted to collect food for 150 winter vacation food bags for the Township, including shelf stable pizza crust, pizza sauce, pop tarts, and breakfast cereal.
    • On October 30, the last remaining school in North Shore School District 112 without a weekend backpack food program will begin a monthly backpack program. Groups providing the backpacks will bring them to the Township, where they will be picked up by District 112 transportation and delivered to the school. They are also underwriting the cost of fresh produce. Thanks to Am Shalom, BJBE, Har-Shalom, Sarah Rosen, Audrey Jennings, Jazzie Lerner and Christ United Methodist Church.

  • Trustee Wolfson attended a Southeast Lake County Faith In Action (SLCFIA) meeting where bullying among seniors and supportive care for people on Medicaid were discussed.

Executive Session was called to order at 7:40 p.m.

The Board Meeting resumed at 8:53 p.m.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Aguilar, the meeting be adjourned at 8:54 p.m. The motion passed unanimously by voice vote.
