MINUTES OF REGULAR MEETING

September 10, 2015, 5:30 PM

The meeting was called to order at 5:30 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Cindy Wolfson and Amy Zisook; absent: Trustee Dwayne Douglas. Also Present: Clerk Gail Feiger Brown, Nora Barquin (Family Network), Bobbie Hinden (Family Network), Steve Masjack (Family Focus), Alexendra Beiriger (Zacharias Sexual Abuse Center), and Janet Freed.

Public Comment
There was no comment from the public.

Agency Presentations
Alexandra Beiriger, Zacharias Sexual Abuse Center (ZCenter)
The Township was thanked for its grant. ZCenter offers support services for sexual abuse and assault victims, school and community prevention education and staff training. During its last fiscal year, 1,280 Moraine residents were served, at Highland Park High School, the Beyond Sports Foundation, Highland Park Hospital, and through support groups.

Nora Barquin, Bobbie Hinden and Steve Masjak (in lieu of Sarah Holliday), Family Network
The Township was thanked for its grant supporting the Parent/Child Center, Right From the Start (RFTS), and After School Activities Program (ASAP). As of July 2015, Family Network no longer has an executive director. Nora Barquin, director of RFTS, and Bobbie Hinden, director of ASAP, have assumed many of those duties; some are handled by Family Focus, the parent organization of Family Network. Steve Masjak, Senior Vice-President of External Relations for Family Focus, Barquin, and Hinden discussed the changes at Family Network, and updated the Board on the three programs for which the Township provides grants.

Approval of Minutes
Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Regular Meeting Minutes of August 13, 2015. The motion passed unanimously by voice vote.

Trustee Wolfson moved, seconded by Trustee Zisook, approval of the Executive Session Minutes of August 13, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Zisook moved, seconded by Trustee Aguilar, Approval of the Bills, August 1-15, 2015: $37,441.42 Town Fund, $7,680.98 General Assistance; August 16-31: $41,578.34 Town Fund, $8,529.85 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.

Action Items

  • Adoption of 2016 Regular Board Meeting Schedule
  • Trustee Aguilar moved, seconded by Trustee Wolfson, Adoption of the 2016 Regular Board Meeting Schedule. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.
  • Resolution Concerning Semi-Annual Review of Closed Session Minutes
  • Trustee Zisook moved, seconded by Trustee Aguilar, Adoption of the Resolution Concerning Semi-Annual Review of Closed Session Minutes. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Wolfson and Zisook; Voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given the Monthly Report of Township Services for August, 2015, and the twelve-month report for September, 2014 through August, 2015.
    • Thanks to Friends for Health for underwriting a successful move to higher ground for the pantry plants garden. Master Gardeners report the garden has never had a better harvest. Supervisor Bassi shared with the Trustees photos of vegetables coming from the garden twice a week.
    • Lake County Township Officials dinner will be held September 17.
    • Thanks to the City of Highland Park for holding a food drive.
    • Thanks to Fremont Township for sharing two pigs from the Lake County Fair and to Staff Paula Peddle and Linda Contreras for picking up the pigs.


  • Latino Advisory Committee Report Olga Gomez Aguilar
  • The Committee met on August 27, and discussed coordinating a calendar and holding another Township open house.

  • Food Insecurity Issues Report Gail Feiger Brown
    • The summer vacation food bag program was discussed. 634 bags were distributed over the ten-week summer vacation.
    • Breakfast and snack food was delivered to Oak Terrace School and Deerfield High School for summer school students.


  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Fresh Thyme for their generous donations.
    • Volunteers have been recruited to assist staff with Food Pantry set-up on Tuesdays and Thursdays at 8:30 a.m.

  • Senior Services Task Force Report Cindy Wolfson
    • Supervisor Bassi, Trustee Wolfson, and Staff Peddle attended the September Task Force meeting, where mental illness was discussed.
    • Staff Peddle and Contreras will attend the senior citizens meeting at Nuestro Center on September 14 to discuss Township services.

  • None.

  • Human Relations Commission Report
  • None.

  • Cemetery Report Cindy Wolfson
    • Landscaping improvements have continued at both cemeteries.
    • Headstones are in need of repair at both Mooney and Daggitt Cemeteries.
    • The Township policy on cenotaphs was discussed.

Old Business

  • Supervisor Bassi reported that the employee manual is under revision.

New Business

  • Supervisor Bassi reported that Keyth Security has submitted a proposal for a new door-locking FOB system and the Township office to alleviate the need to change locks if keys are lost.

With no further business to conduct, Trustee Zisook moved, seconded by Trustee Wolfson, the meeting be adjourned at 7:50 p.m. The motion passed unanimously by voice vote.
