Moraine Township

The meeting was called to order at 7:01 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, and Cindy Wolfson; Absent: Trustee Amy Zisook. Also Present: Clerk Gail Feiger Brown, Clyde Jennings (videographer), Linda Mihel and Sandy Washburn (Master Gardeners) and Sam Piro (Head Garden Volunteer).

Pantry Plants Garden Report Linda Mihel, Sam Piro and Sandy Washburn
This was a very successful summer at the Garden. The move to higher ground dramatically increased the quality and quantity of the produce. Six plots were planted for the Township, one plot was for Seeds for Change through NSSRA with produce donated to the Township, and 23 plots were for families from the North Shore Health Center. Thanks to Dan Voss and the Park District of Highland Park for use of the land and plowing, and to Anton's for the plants and seeds, to Manfredini Landscaping for a dump truck full of compost, and to Craftwood Lumber for discounts on the new fencing materials. Thanks to dedicated and enthusiastic families and volunteers. The Garden is a great partnership between Moraine Township, the Park District of Highland Park and the Lake County Health Department.

Approval of Minutes
Trustee Aguilar moved, seconded by Trustee Wolfson, approval of the Regular Meeting Minutes of September 10, 2015. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, September 1-15, 2015: $32,096.42 Town Fund, $4,868.19 General Assistance. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Wolfson; Voting Nay: none.


  • Assessor's Report Cynthia Plouché
  • On Tuesday, September 22, the 30-day assessment appeal period was completed, extended from September 21 because Lake County's website was down due computer connection issues.

    All appeals have not been completely loaded in at Lake County, but the current count is approximately 1600. So far, this is below the last Quadrennial assessment year 2011 level of approximately 2,700. The number is expected to rise once all paper and on-line appeals are entered. Hearings for appeals that don't go to settlement will be held November through January.

  • Supervisor's Report Anne Flanigan Bassi
    • Thanks to Coldwell Banker and Keyth Security for once again providing turkeys for Thanksgiving meals for the Township's Food Pantry clients and to the American Legion for a donation to purchase hams and chickens.
    • The Open Enrollment Period for the Marketplace for Health Insurance Enrollment is November 1, 2015 to January 31, 2016 assuming the Lake County Health Department receives its grant. They once again asked Moraine Township to partner on enrollment. Moraine will receive a grant of $1,000.00 per month for five months beginning in October, 2015. Community volunteers, Supervisor Bassi and Staff Paula Peddle and Linda Contreras have completed training and are licensed to serve as Certified Application Counselors.
    • Supervisor Bassi and General Assistance Manager Peddle met with City of Highland Park staff to update the Temporary Emergency Housing Program. Trustees were given a draft copy for review. The program will be brought to the Trustees for adoption at the October 8 Board Meeting.
    • Trustees were given copies of audit for fiscal year. The Township received a clean audit, with no significant issues.
    • The Township will partner with the IRS to help low-income residents and seniors with income tax return preparation through the Volunteer Income Tax Assistance (VITA) program, which will run from mid-January to mid-April, 2016. Donna Novikas will serve as site coordinator; Trustee Aguilar is one of 14 volunteers who have committed to 40 hours of training plus four hours of service a week during tax season.
    • Ginny Schulte of the Highland Park-Highwood Home Child Care Association met with Supervisor Bassi to request scholarships for three teen clients to help subsidize day care expenses so they can remain in high school. The resolution to award the scholarships from Youth and Family Services budget line item will be brought to the Trustees at the October 8 Board Meeting.

  • Food Pantry Report Anne Flanigan Bassi
  • Thanks to volunteer photographer Bob Laemle, who took photos of food pantry volunteers in action, which were circulated among the Trustees. Thanks to the generous amazing volunteers that pick up, sort, display and clean up the Food Pantry, enabling us to offer more plentiful, nutritious food and produce to clients.

  • Senior Services Task Force Report
  • On November 16, Supervisor Bassi, Trustee Wolfson, and Staff Peddle and Contreras will provide lunch and an outreach program about the Township to seniors at Nuestro Center.

  • Lake County Coordinated Transportation Services Committee (LCCTSC)
  • None.

  • Community Family Center (CFC) Report Gail Feiger Brown
  • Clerk Brown attended the CFC Board Meeting on September 16. CFC has engaged the Alford Group to assist with the project. CFC is continuing its work on the MOU with the City of Highland Park, the case prospectus and preparing the fund-raising campaign.

  • Human Relations Commission Report Gail Feiger Brown
  • Clerk Brown attended the Commission Meeting on September 17. Purchase of Service Grants were discussed; applicant agencies made presentations. The annual Character Counts event will be held April 20 at Highland Park High School. The Martin Luther King, Jr. Day of Service event will be held on January 18 at the Park District of Highland Park Recreation Center.

  • Cemetery Report Cindy Wolfson
  • Landscaping continues at Daggitt and Mooney Cemeteries. The sign at Daggitt Cemetery has been installed.

Executive Session
Trustee Aguilar moved, seconded by Trustee Wolfson, to enter into Executive Session, pursuant to 5 ILCS 120(c)(1) to discuss personnel matters. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Wolfson; Voting Nay: none.

The Board meeting resumed at 7:56 p.m.

With no further business to conduct, Trustee Douglas moved, seconded by Trustee Aguilar, the meeting be adjourned at 7:56 p.m. The motion passed unanimously by voice vote.
