MINUTES OF REGULAR MEETING

April 21, 2016, 5:30 PM

The meeting was called to order at 5:41 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Dwayne Douglas, Cindy Wolfson and Amy Zisook; Absent: Trustee Olga Gomez Aguilar. Also present: Clerk Gail Feiger Brown, and Videographer John Burrell.

Public Comment
There was no comment from the public.

Approval of Minutes
Trustee Zisook moved, seconded by Trustee Wolfson, approval of the Regular Meeting Minutes of March 10, 2016. The motion passed unanimously by voice vote.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Wolfson, Approval of the Bills, March 8- April 14, 2016: $33,879.31 General Assistance, $101,424.08 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a twelve-month report for April, 2015-March, 2016. Over 17,000 resident services were provided during the twelve-month period, including assisting 125 residents with income tax preparation, Medicaid and Affordable Care Act health insurance enrollment, burials at Mooney Cemetery and increasing Food Pantry usage.
    • The Illinois Department of Revenue identified a 2014 Tax Allocation Error. The State of Illinois determined that Moraine Township was overpaid $4,061.92 in Replacement Tax which now must be repaid.
    • Trustees were reminded that Statements of Economic Interest must be submitted to the Lake County Clerk by May 1.
    • On March 21, a representative from the Internal Revenue Service paid a surprise spot visit to the Township to review the VITA program and materials. The Township received a 100% rating.

  • Food Insecurity Issues Report Amy Zisook
  • The spring break breakfast/lunch bag program was a success; 143 bags were picked up by families whose children are eligible for lunch at school on school days. Preparations are underway for the summer break breakfast/lunch program.

  • Food Pantry Report Anne Flanigan Bassi
    • Thanks to Trustee Zisook for initiating outreach to Ravinia Festival. The Ravinia Festival Board of Trustees approved a summer-long food drive for Moraine Township's Food Pantry. The drive will be held every Saturday from June 11 through September 17. Ticket holders will receive email notification on the Thursday prior to the concert of that week's shopping list. The Township will provide 2-3 volunteers at the food drive to collect the food and bring it to the Township office. The Township is grateful to Ravinia Festival for their extraordinary generosity.
    • Thanks to Namrita Narula and her "Feed the Meters" initiative. Namrita recently made a purchase of 96 pounds of produce for the Food Pantry using donations from the meters; this was her third purchase with these funds.
    • Thanks to Ragen Lucas, Daphnie Christopolous and Episcopal Relief for a donation of $170.34 for the Food Pantry.
    • Thanks to Indian Trail Elementary School for the donation of $100.00 from their change collection to the Food Pantry.
    • Thank you to Congregation Solel for the grant of $1,980.00 to the Food Pantry, for the purchase of eggs, dairy products, and fresh produce.
    • Thank you to Jewel Foods for the donation of 18 hams, two turkeys, and all the trimmings for Easter dinner for Food Pantry clients.
    • May 14 is pre-planting day at the Pantry Plants Garden, from 9 a.m. to noon; May 21 is planting day, from 9:00 a.m. to noon. The Garden will be open all summer on Wednesdays and Saturdays from 9:00 a.m. to noon.
    • Thanks to Anton's Fruit Ranch for their donations to the Pantry Plants Garden of two flats of vegetables and a 50% discount on up to $200.00 of additional plants.

  • Lake County Coordinated Transportation Services Committee (LCCTSC) Amy Zisook
  • The new website for LCCTSC is operational. Trustee Zisook will work with Township staff to ensure the accuracy of the Township's information on the website.

  • Community Family Center (CFC) Report
  • No report.

  • Human Relations Commission Report Gail Feiger Brown
  • Congratulations to Township resident Alicia De La Cruz of Open Communities who received the Humanitarian of the Year Award at the Human Relations Commission's Character Counts event held April 20.

  • Cemetery Report Cindy Wolfson
  • Landscaping maintenance has begun at Mooney and Daggitt Cemeteries.

Executive Session
Trustee Wolfson moved, seconded by Trustee Douglas that Executive Session be entered into pursuant to 5ILCS 120/2(c)11 to discuss pending or threatened litigation. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Douglas, Wolfson and Zisook; Voting Nay: none.

Executive Session was entered into at 6:04 p.m. Executive Session was adjourned at 6:13 p.m.

The Board meeting resumed at 6:14 p.m.

Adjournment
With no further business to conduct, Trustee Wolfson moved, seconded by Trustee Zisook, that the meeting be adjourned at 6:14 p.m. The motion passed unanimously by voice vote.
