MINUTES OF REGULAR MEETING

August 11, 2016, 7:00 PM

The meeting was called to order at 7:00 p.m., and upon roll call the following members were present: Supervisor Anne Flanigan Bassi, Trustees Olga Gomez Aguilar, Dwayne Douglas, and Cindy Wolfson; Absent: Trustee Amy Zisook. Also present: Clerk Gail Feiger Brown.

Public Comment
There was no comment from the public.

Approval of Minutes
Approval of the July 28, 2016 Regular Board Meeting Minutes was postponed to the September 8, 2016 Regular Board Meeting.

Approval of Bills
Trustee Douglas moved, seconded by Trustee Aguilar, Approval of the Bills, July 26 - August 8, 2016: $12,673.33 General Assistance, $48,943.99 Town Fund. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas, and Wolfson; Voting Nay: none.

Action Items

  • Motion to rescind June 23, 2016 Approval of Employee Major Medical Health Insurance Plan August 1, 2016-July 31, 2017 Land of Lincoln Plan HSA PPO 80/20 Plan including employee premium and half of dependent premium Trustee Wolfson moved, seconded by Trustee Douglas, approval of the Motion to rescind June 23, 2016 Approval of Employee Major Medical Health Insurance Plan August 1, 2016-July 31, 2017 Land of Lincoln Plan HSA PPO 80/20 Plan. Voting Aye by Roll Call Vote: Supervisor Bassi, Trustees Aguilar, Douglas and Wolfson; Voting Nay: none.
  • Motion to Change Moraine Township Board of Trustees October 13, 2016 Regular Meeting Trustee Douglas moved, seconded by Trustee Aguilar, approval of the Motion to Change Moraine Township Board of Trustees Regular Meeting at the Moraine Township office from Thursday October 13, 2016 at 5:30 p.m. to Monday October 10, 2016 at 5:30 p.m. The motion passed unanimously by voice vote.

  • Supervisor's Report Anne Flanigan Bassi
    • Trustees were given a monthly service report of Township services for July, 2016 and a 12-month services report for August, 2016 through July, 2016.
    • Thanks to Staff Paula Peddle who helped two Township clients obtain subsidized Highland Park housing.
    • Supervisor Bassi stated that employee contributions to medical insurance are post-tax not pre-tax. The Board concurred that such contributions should be pre-tax and authorized the Supervisor to proceed with setting up a Section 125 Cafeteria plan consultant who will be engaged to set up a plan for $300.00, plus an annual cost of $150.00 to test the plan as required by the Internal Revenue Service.
    • There have been requests from the public to offer a donation button on the Township's website food pantry page. The Board concurred that Supervisor Bassi should explore setting up a Paypal account, in which would charge a fee of 2.2% per donation and a 30 -cent transaction fee.
    • Thanks to Shari Marcus, Jayla Marcus and Cindy Guerrero for holding a bake sale at the Township on July 30, which has to date raised over $1,400.00 for the Food Pantry. Thanks to Trustee Wolfson and Clerk Brown for their assistance at the sale.
    • Thanks to Trustees Aguilar and Douglas for staffing the Lake County Township Association at the Lake County Fair on July 30.

  • Food Insecurity Issues Report Gail Feiger Brown
  • The summer break breakfast/lunch program concluded August 11. 134 bags were distributed in June, 233 bags were distributed in July and 86 bags were distributed in August. Many thanks to the volunteers who helped pack bags, and to Staff Linda Contreras and Yolanda Rodriguez for their help distributing the food.

  • Food Pantry Report
    • Thanks to Ravinia Festival for the ongoing food drive which continues to generate more food donations each week.
    • Thanks to Klug Orchards for their donation of 40 pounds of beans and 10 pounds of peppers from the Ravinia Farmers' Market.
    • Thanks to North Shore Congregation Israel for their ongoing produce donations.
    • Supervisor Bassi resolved the donations affidavit issue with Heinen's food; the Township had incorrectly been issued the affidavit intended for Northern Illinois Food Bank. Heinen's might select the Township for an upcoming food drive.
    • Thanks to Angelic Organics and "Farmer John" Peterson for their donation of produce from unclaimed CSA (community supported agriculture) boxes.
    • Superivsor Bassi shared with Trustees a photo of a two-pound tomato which was grown in the Pantry Plants Garden this week.

  • Cemetery Report Cindy Wolfson
    • Trustee Wolfson and Cemetery Administrator Donna Novickas are continuing evaluation of paving materials for the pull-offs at Mooney Cemetery.

New Business

  • Supervisor Bassi distributed to Trustees a survey of salaries for elected officials of townships in Lake County; the Township must vote on salaries for Moraine Township's 2017-2021 4-year term for elected officials.
  • Trustees were given a draft Regular Board Meeting Schedule for 2017.

Adjournment
With no further business to conduct, Trustee Aguilar moved, seconded by Trustee Wolfson, that the meeting be adjourned at 8:00 p.m. The motion passed unanimously by voice vote.
